About this file
This is Bid Amendment #4 to the Request for Quote solicitation issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, for medical and pharmacy claims reviewer, data management, and technical services. The amendment addresses the T3110 procurement, which seeks a contractor to provide comprehensive claims review services for approximately 15 million medical claims and approximately 16.8 million pharmacy claims annually across approximately 770,000 lives covered by the State Health Benefits Plan and School Employees' Health Benefits Plan. The solicitation includes two separate scopes: Scope 1 covers medical claims review and data management with aggregation and analytics capabilities, while Scope 2 addresses pharmacy claims review and related technical services. An optional pre-quote conference was held on October 22, 2025. The revised quote submission deadline is May 15, 2026, at 2:00 p.m. Eastern Time, with a second electronic question and answer period closing on April 24, 2026. The contract term is five years with potential two-year extensions. Bid Amendment #4 provides attendee lists from the pre-quote conference, responses to 136 questions submitted during the first question and answer period, and references a revised bid solicitation dated April 17, 2026, which includes modifications to multiple sections covering medical claims reviewer requirements, data management specifications, deployment plans, account management, liquidated damages, and contract definitions.
The pricing structure for Scope 1 evaluation is based on the total contingency percentage proposed on the State-Supplied Price Sheet, while Scope 2 is evaluated on the all-inclusive technology fee per script. The State may award one or both scopes to a single bidder or separate bidders. The incumbent contractor for T3110 is Health Management Systems Inc., which has generated $385 million in savings from medical claims reviews between 2020 and March 1, 2026. The incumbent for the pharmacy claims review contract (G3077) is Truveris, with current pricing of $0.33 per claim reviewed. The solicitation is subject to a small business subcontracting set-aside requirement for New Jersey Small Business Enterprises, though subcontracting is not mandatory. All bidders must obtain a valid Business Registration Certificate from the Department of the Treasury prior to contract award and comply with extensive information security requirements, including submission of a Third-Party Information Security Questionnaire and security documentation. The State indicates it intends to make award(s) in Calendar Year 2026.

A: The State requires the submission of a full non-redacted Quote in order to be considered for award. If a Bidder wishes to additionally provide a redacted version together with the completed signed Confidentiality/Commitment to Defend Form, they may do so. | Q: Please see attachment Exceptions to the State of New Jersey Department of the Treasury Bid Solicitation #26DPP01218 |
A: This is not a question and cannot be answered as posed. No attachments were received by NJSTART or reviewed by the Division.
As stated in Bid Solicitation Section 2.2, Exceptions to the State of NJ Standard Terms and Conditions (SSTC): “Questions regarding the State of New Jersey Standard Terms and Conditions and exceptions to mandatory requirements MUST be posed during the Electronic Question and Answer period and shall contain the Bidder’s suggested changes and the reason(s) for the suggested change(s).” Moreover, as stated in Bid Solicitation Section 3.11, Bidder proposed terms or conditions that conflict with those contained in the State of New Jersey Standard Terms and Conditions will render a Quote non-responsive.
98
Section 5.4 Ownership of Material / Section 7.1 Indemnification
Q: Under Section 5.4.D. of the Bid Solicitation, it states the following: “. . .In addition, the State will not accept any provision requiring the State to indemnify a third party or to submit to arbitration”. This statement appears to be in conflict with Section 7.1 Indemnification in that section 4.1 of the State Standard Terms and Conditions which is being replaced with the Bid Solicitation language including that 4.1.B. which does indicate that “. . . the State will be responsible for any cost or damage arising out of actions or inactions of the State, its employees or agents under Section 4.1(A)(1)(i), (ii), and (iii) which results in an unaffiliated third party claim.” Will the State please confirm that Section 7.1 of the Bid Solicitation applies to its indemnity with respect to its own actions or inactions as they relate to its confidentiality obligations to maintain confidentiality of Contractor Intellectual Property and Third Party Intellectual Property (Contractor and Third Party Confidential Information)?
A: Bid Solicitation Section 5.4, Ownership of Material, and Bid Solicitation Section 7.1, Indemnification, do not conflict and the terms of each shall be enforceable as drafted.
99
Section 5.7 Liquidated Damages
Q: Scope 1 Table. Does the reference to data management system availability 99% of the time during business hours or a 24-hour timeframe with the exceptions noted?
A: The data management system should be available 24/7 with the exceptions noted. Please refer to REVISED T3110 Bid Solicitation 4/17/2026, Section 4.2.6, Data Hosting and Access.
100
Section 5.7 Liquidated Damages
Q: In Section 5.7, “fully functional” for the Medical Claims Data Management Platform at the Platform Deployment Effective Date triggers a $3,000 per day penalty if missed. Please define “fully functional” in measurable terms (e.g., % of data domains onboarded, number of dashboards live, user training completion).
A: 100% of data domains onboarded. During implementation Division of Pension and Benefits and the awarded Contractor for Scope 1 will agree upon planned dashboards and a launch date for each, with other dashboards to be requested as needed. By the Platform Deployment Effective Date, staff training using dummy data should be complete, further staff training using actual data should begin, and the agreed-upon initial high priority dashboards should be fully populated and functional for staff training with the actual State data.
101
Section 5.7 Liquidated Damages
Q: Please confirm how State will manage documented implementation delays not caused by Contractor (e.g. SHBP/SEHBP Medical Vendors and/or State).
A: State personnel will be present at all implementation meetings attended by the awarded Contractor(s) and Medical Vendors and will record all discussed causes of delays and their subsequent impacts that could affect implementation. Contractor is responsible for its own actions, not those of Medical Vendors and/or State.
102
Section 5.7 Liquidated Damages
Q: Scope 1 Post-Implementation Quality Assurance - The performance requirement set forth in Scope 1 of section 5.7 for section 4.2.4 states that the Contractor fails to check “and ensure” data integrity between its systems and the carrier systems, that the liquidated damage will be assessed. Because Contractor has no control over carrier systems, and the fact that this performance measure is entirely reliant on the Carriers data and systems, we request that the performance measure be deleted and that further discussions be had related to the tasks after award. If the state will not delete this due to the fact that a Contractor has no control over carrier systems, in the alternative, we propose the words “and ensure” be removed and that the liquidated damage be set at a reasonable amount such as .05% or 1% rather than the punitive amount of 25% and suggest the language be modified as follows: Post-Implementation Quality Assurance; 4.2.4 Data Consolidation If Contractor fails to check data integrity between Contractor’s database/s and Carriers’ systems on a quarterly basis, Contractor shall pay liquidated damages as stated herein. Data that are incorrect or vary from the carrier data by greater than five (5) % prevent the State from deriving correct and actionable values from the software. .05% of total fees of the data management system, to be measured and assessed quarterly.
A: Liquidated Damages Category for Post-Implementation Quality Assurance has been updated to Bid Solicitation Section 4.2.3. Please refer to REVISED T3110 Bid Solicitation 4/17/2026.
