About this file

This is a Bid Amendment document issued by the State of New Jersey's Department of the Treasury, Division of Purchase and Property, related to Bid Solicitation #26DPP01218 for T3110 Medical and Pharmacy Claims Reviewer, Data Management and Technical Services. The amendment extends the quote submission deadline from February 18, 2026 to April 8, 2026 (2:00 p.m. Eastern Time). The underlying contract requires a third-party contractor to provide comprehensive medical and pharmacy claims review services for approximately 15 million medical claims annually covering approximately 770,000 lives across the State Health Benefits Commission and School Employees' Health Benefits Commission. Services include real-time, electronic, line-by-line claim reviews, data aggregation, analytics, and comprehensive reporting and consulting services to ensure billing accuracy, payment responsibility, contract compliance, and clinical appropriateness of claims. The contract term is five years with potential two-year extensions. An optional pre-quote conference was scheduled for October 22, 2025, with the original quote submission due by January 15, 2026, now revised to April 8, 2026.

Evaluation of bids will be based on the total contingency percent for medical claims review and the all-inclusive technology fee per script for pharmacy claims review. The solicitation includes small business set-aside options. Bidders must submit a comprehensive response including a completed State-Supplied Price Sheet, mandatory forms, and comply with detailed information security requirements documented through completion of an extensive Third-Party Information Security Questionnaire covering 30 distinct control areas. Vendors must provide security plans, privacy policies, SOC2 Type II audit reports, and information regarding any subcontractors handling state data. The state reserves the right to award one or more contracts. Answers to bidder electronic questions will be posted in a subsequent bid amendment.
