4.4.1.6

Small Business Subcontracting Set-Aside Blanket P.O.

Note: This question has been paraphrased in the interest of readability and clarity.

If a Vendor can manufacture all required elements in house, must it still subcontract a part of the contract to meet the small business set-aside requirements/goals?

No. The small business subcontracting set-aside goal requirements only apply if the Vendor {Bidder} intends to utilize subcontractors.

If the Vendor {Bidder} chooses to use subcontractors and fails to meet the small business subcontracting targets set forth in Section 4.4.1.6 of the Bid Solicitation, the Vendor {Bidder} must submit documentation demonstrating its good faith effort to meet the targets with its Quote or within seven (7) business days upon request.

Please refer to Section 4.4.1.6 of the Bid Solicitation for more information.

6
Section 4.4.5

State-Supplied Price Sheet

Can the order quantity of each line item increase or decrease each year or is the quantity on the price sheet the minimum quantity the agency will order each year?

All quantities specified by this Bid Solicitation are annual estimates and may fluctuate year-to-year based upon need. The State reserves the right to increase or decrease these quantities based upon the needs of the State and its taxpayers. Additionally, the State reserves the right to no longer require the printing and mailing of an item if the State determines there is no longer a need for a specified item. Unless specified otherwise in the Bid Solicitation, the State will provide the Vendor {Contractor} with the required quantities for each item by July 31st for the following tax season.

These quantities may increase due to demand closer to tax season; however, the required quantities will not decrease from the amounts provided by July 31st. This will allow time for the Vendor {Contractor} to procure the necessary amounts of paper and supplies for each tax season, while also preventing the Vendor {Contractor} from possessing a significant surplus of items and/or paper and supplies based on estimates.

Please refer to Section 3.1 of the Revised Bid Solicitation.
