About this file
This is a State-Supplied Price Sheet for Bid Solicitation #25DPP01105, issued by the State of New Jersey for the T3030 Equipment Master Lease Purchasing Financing Facility. The solicitation is based on a $100 million issuance with a three-year base term plus three one-year extension options. Bidders are required to submit financing rate proposals as percentages of the SOFR (Secured Overnight Financing Rate) Swap Rate for three distinct term structures: a 3-year term, a 4-year term, and a 5-year term. The State will post a screenshot of the 490 SOFR Curve on the Bloomberg Service via Bid Amendment on NJSTART seven to ten business days prior to the Quote Opening Date. All percentage rates must be rounded to four decimal places, and bidders may submit spreads in basis points in addition to their percentage of the SOFR Swap Rate. Failure to provide a percentage on any price line will result in rejection of the bid as non-responsive.
The pricing structure requires bidders to insert firm fixed prices for the percentage of the SOFR Swap Index across all price lines. Additionally, bidders must respond to an informational question regarding their willingness to finance soft costs, including any restrictions on the percentage of the transaction that may be devoted to financing these ancillary services such as purchase and installation costs. The State does not encourage financing of soft costs but acknowledges that instances may arise where financing a portion of these services is necessary.
