About this file
This document is a Bid Amendment for Bid Solicitation #25DPP01127 issued by the New Jersey Department of the Treasury's Division of Purchase and Property for Non-Tax Debt Collection: Management and Related Services. The solicitation seeks to select a single contractor to collect non-tax debt receivables from various state agencies after the 91st calendar day following debt recording. The bid opening date has been revised to August 7, 2025, at 2:00 p.m. Eastern Time, with the state anticipating a contract award by the end of 2025. The contract will have a base three-year term with potential extensions up to two additional years, focusing on comprehensive collection services including skip-tracing, debtor contact, payment processing, reporting, and potential litigation services across multiple state departments.
The procurement will utilize a contingency rate model where the contractor is compensated through a percentage of collected debt, with rates escalating based on total dollars collected annually. The total accounts receivable across state departments is approximately $2 billion, with an additional $50 million of debt being transferred each year. The current contractor is Financial Asset Management Systems Inc. (FAMS), and the state estimates approximately 70% of accounts are from private consumers versus 30% from commercial businesses. The bid includes preferences for Small Businesses and Disabled Veteran-Owned Businesses, offering a potential 5% pricing preference. Strict information security requirements are mandated, including completion of a detailed Third-Party Information Security Questionnaire and providing SOC2 Type II audit reports.

| Can the State please explain how the preference for a Small Business Enterprise (SBE) or a Disabled Veterans’ Business is calculated as part of the proposal score? |

“Small Business/Disabled Veterans’ Business Preference: If the Bidder at the time of Quote opening is registered as a Small Business Enterprise and/or a Disabled Veteran-Owned Business (DVOB) with the New Jersey Department of the Treasury Division of Revenue and Enterprise Services in accordance with Bid Solicitation Sections 3.8, Small Business Set-Aside Contracts and/or 3.9, Disabled Veterans’ Business Set-Aside Contracts, the Bidder will receive a pricing preference of 5% when ranking Bidders based upon the total Quote price located on the State-Supplied Price Sheet.
For example:
Both Bidder A and B are determined to be in the competitive range following the technical evaluation of Quotes, conducted in accordance with Section 8.9.1. The Division then moves to evaluate the competitive Quotes based upon price.
Bidder A is not a qualifying Small Business or Disabled Veterans’ Business. Bidder B is either a qualifying Small Business or a Disabled Veterans Business.
Bidder A’s pricing is evaluated and determined to be 3% lower than Bidder B’s pricing based on the total Quote price found on the State-Supplied Price Sheet. Due to Bidder B’s preference as a qualifying Small Business or Disabled Veterans’ Business, Bidder B would be ranked as having lower pricing than Bidder A.”
