About this file
This document is Bid Amendment #6 for the T2599 Quality Assurance/Project Management Services for IT and Non-IT Projects contract solicitation issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property. The amendment includes answers to vendor questions, revisions to the bid solicitation, and an updated bid solicitation checklist. The contract will establish a pool of pre-qualified vendors for four engagement groups: IT Project Management, IT Quality Assurance, Non-IT Project Management, and Non-IT Quality Assurance. Vendors may submit quotes for one or more engagement groups. The current quote submission due date is February 23, 2023. The amendment provides details on the current T2599 blanket purchase order, including the six awarded vendors and instructions on accessing the current contract details. It also clarifies the criteria and timeline for mini-bid requests, vendor submission requirements, and security documentation.
Regarding pricing, the amendment addresses vendor requests to modify the reporting and supplier convenience fee structure, indicating the State will not accept the proposed changes but has revised the related section. The State will notify vendors of the reporting and payment mechanism for the convenience fees, and vendors are responsible for reconciling contracts, payments, and anticipated fees. The State will accept alternatives if the required insurance endorsement is not commercially available from the vendor's insurance carrier.

Bid Solicitation Section 3.1 Engagement Process For IT and Non-IT Engagements
In section 3.1, it states about Mini-Bid request fro a specific engagement. What is the criteria and timeline to get that request by vendors?
The criteria and timeline would vary for each Engagement. This would be defined in the Scope of Work for each Engagement during the Mini-Bid process.
Please refer to Revised Bid Solicitation Section 3.1, Engagement Process for IT and Non-IT Engagements, for additional information related to the engagement process.

Bid Solicitation Section 3.1 Engagement Process For IT and Non-IT Engagements
If selected, can vendors apply in all engagement categories? What is the submission mode for that.
In accordance with Revised Bid Solicitation Section 1.1, Purpose and Intent, the State intends to award multiple Blanket P.O.s, for each of the following four (4) Engagement Groups:
IT Engagements – Project Management (PM) IT Engagements – Quality Assurance (QA) Non-IT Engagements – Project Management (PM) Non-IT Engagements – Quality Assurance (QA)
The State intends to establish a pool of pre-qualified Vendors {Contractors} for each of the four (4) Engagement Groups, who will then, through a Mini-Bid process, have the opportunity to bid on Engagements for PM and/or QA services related to IT and/or Non-IT Engagements, as applicable.
A Vendor {Bidder} is not required to submit a Quote for each Engagement Group in order to be considered for award. A Vendor {Bidder} may submit a Quote for one (1) or more Engagement Groups. A Vendor {Bidder} must submit all price lines within an Engagement Group.

(Security Questionnaire) In addition to the completed Security Questionnaire, each vendor has been asked to supply copies of security policies and certifications. Are the detailed security policies required as part of the submission OR will they be required only if the contract is awarded?
The items specified by Security Questionnaire Section IV – Supporting Documentation To Be Submitted should be submitted by the Vendor {Bidder} with its Quote as part of the completed Security Questionnaire. If a Vendor {Bidder} does not submit the completed Security Questionnaire with the Quote, including the supporting documentation specified by Section IV, the Vendor {Bidder} must comply within seven (7) business days of the State’s request or the State may deem the Quote non-responsive.
274
Bid Solicitation Section 5.22 (A) Reporting and Supplier Convenience Fee
We respectfully request the State amend section 5.22.A by replacing references to "Sales" with "Contract Payments". If the term "sale" means the amount of a P.O. issued during the period, then the Vendor {Contractor} will be liable for payment of the Supplier Convenience Fee well in advance of receiving that amount in payment from the State. In addition, since often the entire P.O. amount is not expended, an additional process would be required to reconcile the final actual sale amount and process a refund to the Vendor {Contractor} for overpayment of the Supplier Convenience Fee. We recommend that basing the Supplier Convenience Fee on contract payments made by the State instead of sales is consistent with the State's intent, fairer to the Vendor {Contractor}, and easier to implement and audit.
The State does not accept the proposed modification. However, please see response to Question #275, and Revised Bid Solicitation Section 5.22(b), Reporting and Supplier Convenience Fee, which addresses this concern.
275
Bid Solicitation Section 5.22 (B) Reporting and Supplier Convenience Fee
We respectfully request the State amend section 5.22.B by replacing references to "Purchases" with "Contract Payments", for the same reasons as our question on 5.22.A.
The State does not accept the proposed modification, but has modified the language to address the concern raised in this question.
Please refer to Revised Bid Solicitation Section 5.22(b), Reporting and Supplier Convenience Fee, as this section has been revised.
276
Bid Solicitation Section 5.22 (D) Reporting and Supplier Convenience Fee
We respectfully request the State amend section 5.22.D by replacing references to "Sales" with "Contract Payments", for the same reasons as our question on 5.22.A.
The State does not accept the proposed modification. However, please see response to Question #275, and Revised Bid Solicitation Section 5.22(B), Reporting and Supplier Convenience Fee, which addresses this concern.
277
Bid Solicitation Section 5.22 Reporting and Supplier Convenience Fee
What is the mechanism the State will have in place to notify vendors for reporting and payment of convenience fees?
Vendors {Contractors} are responsible for the timely remittance of the Supplier Convenience Fee at the times identified in the Revised Bid Solicitation.
278
Bid Solicitation Section 5.22 Reporting and Supplier Convenience Fee
How can the vendors using the contract appropriately reconcile contracts and payments to the anticipated fees from the convenience charge?
In accordance with Revised Bid Solicitation Section 5.22, Reporting and Supplier Convenience Fee, the Vendor {Contractor} shall submit a Sales Report documenting all sales made under the Blanket P.O. The Sales Report shall be submitted directly to Periscope using the NJSTART system no later than thirty (30) calendar days after the end of each calendar quarter.
Please reference Revised Bid Solicitation Section 5.22, Reporting and Supplier Convenience Fee, for additional information.
