About this file

This is a Pre-Quote Conference PowerPoint presentation for the State of New Jersey Department of Treasury regarding Geographic Information Systems Services solicitation T1841 (26DPP01215). The optional pre-quote conference was conducted via Microsoft Teams with attendance tracked through registration. Questions and answers are due by 2:00 p.m. on December 18, 2025, and quotes must be submitted by 2:00 p.m. on February 4, 2026. The conference addressed procedural questions only; substantive questions regarding scope of work and required services must be submitted through the Q&A tab in NJSTART, the state's procurement portal. The bid solicitation comprises nine sections covering introduction, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, modifications to standard terms and conditions, evaluation criteria, and glossary, along with attachments containing the State of New Jersey Standard Terms and Conditions.

The presentation emphasized critical submission requirements and common pitfalls that could render quotes non-responsive. Vendors must complete all required price lines on the State-Supplied Price Sheet in Excel format without modifications, additions, or formatting changes; leaving any line blank or altering the format, decimal places, or values to percentages will result in rejection. Quotes must be submitted exclusively through NJSTART—not by email, fax, or hand delivery—and vendors must not select "No Bid" unless they intend to withdraw. The solicitation is not eligible for waiver or delegated purchasing authority processing. Vendors are prohibited from including additional language, reservations, or conditions that modify contract terms, such as validity period limitations, reservation of rights to charge additional fees, or statements disclaiming binding commitment. The presentation noted this is an opportunity for partnership with small, women-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses.
