About this file

This is a Bid Amendment document for the State of New Jersey Department of the Treasury, Division of Purchase and Property, acting on behalf of the New Jersey Office of Information Technology, related to Bid Solicitation #26DPP01215 (T1841) for Geographic Information Systems Services. The procurement seeks to award contracts to a maximum of 20 bidders across two service categories: spatial data development (including digitization, coding, editing, field data collection, database design, quality assurance, and data analysis) and GIS application development and implementation services (including custom application development, commercial off-the-shelf solution configuration, web service deployment, workflow automation, and ArcGIS Enterprise implementation). Bidders must demonstrate a minimum of five years of GIS services experience and provide at least three references for completed state government projects in each category. An optional pre-quote conference is scheduled for December 4, 2025, at 10:00 AM, with an electronic Q&A period ending December 18, 2025, at 2:00 PM. Quote submissions are due February 4, 2026, at 2:00 PM. The base contract term is three years with potential extensions up to two additional years through mutual written consent.

Evaluation will utilize a weighted consumption/market basket model, with bidders required to submit all-inclusive hourly rates for the three-contract-year period. No specific set-asides exist for small businesses or disabled veteran-owned businesses, though partnership opportunities with such entities were noted. Bidders must possess in-depth understanding of Esri's current product suite, maintain professional liability insurance of at least $1,000,000 per occurrence, and comply with extensive data security requirements including submission of a security plan within 30 days of award and mandatory 72-hour breach notification protocols. All submitted quotes and documentation will be subject to public disclosure under the New Jersey Open Public Records Act, with contract values determined through the detailed hourly rate pricing structure submitted by bidders.
