About this file
Summary
This is a Bid Amendment #5 to Bid Solicitation #25DPP01102 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the Department of Corrections. The amendment extends the revised quote submission deadline to December 5, 2025, at 2:00 p.m. Eastern Time and provides answers to electronic questions submitted by prospective bidders. The solicitation seeks a single contractor to provide comprehensive Substance Use Disorder (SUD) treatment services across nine Department of Corrections facilities statewide, with primary SUD programming at two facilities: Edna Mahan Correctional Facility for Females (40 treatment beds) and Southwoods State Prison for Males (496 treatment beds). The contractor must deliver intake assessments, treatment planning, clinical documentation, psycho-educational programming using the Living in Balance curriculum for general population and restorative housing units, and support services for offender transitions and re-entry preparation. The contract term is three years with potential extensions up to three additional years, with an anticipated award date in early 2026.
The solicitation utilizes a state-supplied price sheet with ten price lines requiring all-inclusive unit pricing for each contract year, with pricing based on actual utilization and no guaranteed minimum or maximum volume. This procurement is set aside for New Jersey Small Business Enterprises, with mandatory subcontractor utilization and documented good faith efforts to engage eligible small businesses. The current contractor maintains 75 authorized positions with 33 current full-time employees and a 30% vacancy rate, with clinical supervisor and licensed/certified clinician positions proving most difficult to fill. The contractor is responsible for all program costs and materials, including curriculum licensing and supplies, which must be incorporated into unit pricing. A 1% Procurement Efficiency Program fee will be assessed to all purchases under the contract. The Department will provide office space, technology equipment including computers, printers, copiers, internet access, and phone and fax lines within secure facilities, but will not reimburse start-up or training costs.
