About this file

This document is a comprehensive pricing and fee questionnaire issued by the New Jersey Department of the Treasury, Division of Purchase and Property for recordkeeping and administrative services for the Alternative Benefit Program (ABP), a 401(a) plan, and the Additional Contributions Tax-Sheltered Program (ACTS), a 403(b) plan. The solicitation seeks three to four recordkeeping service providers with a six-year contract term, potentially extended up to three additional years. Vendors must submit detailed per-participant fees covering implementation, conversion, administration, recordkeeping, education, and trustee expenses. The procurement requires providers to include at least three dedicated full-time on-site representatives, comprehensive employee meetings, and various communication channels. Key dates include an optional pre-quote conference on June 4, 2025, with Q&A submissions due by 2 PM on June 13, 2025, and final quotes due by 2 PM on July 23, 2025.

The pricing structure mandates gross, hard-dollar per-participant fees with detailed requirements across multiple participant balance tiers (ranging from less than 500 to over 50,001 participants). Vendors must use the lowest-cost investment share classes, with all revenue sharing credited back to participants, and comply with an administrative funding fee of two basis points. The state encourages participation from small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. Current incumbent vendors include Corebridge Financial, Empower, and Prudential, who manage approximately $829,872,585 in plan assets across 15,550 active participants. The solicitation emphasizes technological capabilities, cybersecurity standards, participant services, and administrative flexibility, with one contractor to be selected as the Master Recordkeeper responsible for coordinating data management and administrative services across multiple providers.
