About this file

This document is a PowerPoint presentation for an Optional Pre-Quote Conference for the New Jersey State Treasury's Alternate Benefit Program (ABP) Service Providers solicitation, designated as project T1400 (25DPP01066). The conference is designed to address procedural questions about the bid submission process, with Q&A submissions due by 2 PM on June 13, 2025, and quotes due by 2 PM on July 23, 2025. The conference provides potential vendors an opportunity to understand bid requirements, review solicitation sections, and potentially partner with small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses.

The bid solicitation covers multiple attachments including standard terms and conditions, procurement forms, security questionnaires, technical questionnaires, incumbent vendor data, investment lineup proposals, and performance standards. Vendors must complete mandatory requirements (marked as "shall") and optional submissions (marked as "should"), with strict guidelines on price sheet completion, including no modifications to formatting, no additional language, and precise decimal place requirements. The solicitation emphasizes that quotes must be submitted exclusively through NJSTART, with potential disqualification for non-compliance, and warns against adding conditional language that could render a quote non-responsive.

The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.
