About this file
This is Bid Amendment #2 to the Record Storage and Retrieval solicitation (Bid #27DPP01340, T1128) issued by the New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the Division of Revenue and Enterprise Services (DORES) Records Management Services (RMS). The amendment modifies the original bid solicitation for statewide record storage and retrieval services available to all New Jersey state agencies and authorized consortium members. The contract encompasses comprehensive records management services including monthly storage, indexing at box and folder levels, retrieval during normal and emergency business hours, on-site review room access with copy and electronic transfer services, record destruction and recycling, pallet and box removal, and inventory transfer from the incumbent contractor. The solicitation includes approximately 1,472,354 cubic feet of existing inventory with an average of 20 boxes requested per delivery and approximately 5,000 boxes delivered and picked up annually. Quote submissions are due electronically through NJSTART by October 14, 2026, at 2:00 p.m. Eastern Time. All quotes must be submitted electronically; hardcopy submissions are not accepted. Bidders are required to include a draft contract schedule identifying completion dates for each task and deliverable.
Key amendments include revisions to contract amount language, clarification that bidders may submit non-conflicting additional terms at the State's discretion, expanded indexing requirements with 17 defined data elements per box plus folder-level indexing capabilities, and modifications to emergency hour services requiring on-site review within four hours with provisions for up to 10 free photocopies or electronic transfers per emergency visit. The solicitation specifies that all stored boxes are located within New Jersey, with the incumbent contractor expected to release approximately 2,000 boxes monthly to the newly awarded contractor. Price lines address specific services including pallet credits, bulk removal charges, and scan-on-request capabilities. Bidders must complete the Third-Party Information Security Questionnaire demonstrating data protection protocols, access controls, encryption standards, disaster recovery procedures, and incident response capabilities. All pricing must be firm and fixed for the initial transfer and provided as all-inclusive monthly rates for ongoing operations. Funding is provided through DORES operational budgets.
