About this file

This is a System Requirements document for software procurement by the Kenton County Airport Board (KCAB) for the Cincinnati/Northern Kentucky International Airport. The document outlines comprehensive technical specifications for a web-based Software as a Service (SaaS) platform that must be configurable, accessible via multiple browsers (Apple Safari, Microsoft Edge, Google Chrome, Mozilla Firefox), and compatible with Azure AD single sign-on. The system must function without modifications to existing KCAB computers and provide full data import/export capabilities via API with workflow development functionality that does not require programming expertise. Core requirements include 24/7 availability with 99.5% uptime guarantees, comprehensive audit trail documentation tracking all system changes, open API integration with third-party software, data archiving and purging capabilities, and role-based security access controls with multiple authorization levels. The platform must support simultaneous multi-user editing with data integrity protection and include administrative functions for managing user accounts, roles, and employee records via HTTP API. Implementation must occur using the most recent software version at the time of deployment, with the contract term extending from March 1, 2026, through February 28, 2029, with options for two additional one-year renewals.

The system must meet stringent security and compliance standards, including SOC-2 compliance, adherence to cybersecurity best practices, data encryption in a secure environment with virus and malware scanning, and protection of KCAB data from unauthorized third-party sharing except as specifically permitted through security profiles. KCAB retains control over external user access and requires built-in reporting capabilities for security access by user, security group, functionality, form, and report with export functionality. The vendor must provide comprehensive training for regular users and administrators prior to go-live, recurring training as part of ongoing support, and system training following any upgrades, supplemented by web-based training resources and user guides. Support services must be available via phone, email, and live chat with issue tracking, escalation, and resolution capabilities, alongside an updated online user manual and help function organized by module, function, process, and screen. Administrative notification functionality must alert users prior to system maintenance and update windows with configurable delivery options.
