The U.S. General Services Administration (GSA), Public Buildings Service (PBS), has a requirement for services to correct the condition of the interior floor surfaces in various buildings located within the White House Complex. GSA plans to procure and award a Blanket Purchase Agreement (BPA) type contract. Firm fixed price task orders will be issued under this award as these interior flooring and carpet professional services are required on specific projects.
The award resulting from this solicitation will be for a period of one (1) year with four (4) subsequent one-year option periods.
The applicable NAICS code is 238330, Flooring Contractors, and the small business size standard is $19 million. This procurement is being solicited as a competitive 8(a) business set-aside.
Services will include, but not limited to, to correct the condition of the interior floor surfaces by providing carpet installation, vinyl tile, luxury vinyl tile, and heterogenous sheet flooring installation services to all existing similar floor surfaces in various assigned rooms in buildings of the White House complex and WHSC surrounding buildings as needed as described in the scope of work.
Award will be made to the offeror whose proposal offers the best value to the government, price and technical factors considered. The technical evaluation factors include: 1. Past Experience; 2. Past Performance; 3. Key Personnel; 4. Management Approach; and 5. Management and Partnership Relations with Subcontractor. The technical factors, when combined, are significantly more important than price.
The RFP will only be available electronically. It will be available on SAM.gov for 15 days after posting.
The solicitation can only be obtained by accessing SAM.gov. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. To ensure that you receive all information regarding this solicitation, please register to receive updates at www.SAM.gov, and follow the procedures for notification registration.
There will be a single One-Day site visit that will take place on Thursday, January 25th, 2024 at 6:15 AM.
WAVES form (SSF1888) must be completed and submitted to the Project Manager, Mr. Brain Paukert, no later than Monday, January 22nd, 2024 at 10:00 am. Submit WAVES form to brian.paukert@gsa.gov.
