Subject: PR#: EQWPMH-24-0006; Solicitation number: 47PM1024R0010; White House Complex Carpet Replacement Blanket Purchase Agreement (BPA)

To All Prospective 8(a) Bidders:

Under the terms and conditions set forth in FAR Part 12 - Acquisition of Commercial Products and Commercial Services, GSA requests that you provide a detailed price quote and technical proposal for the above solicitation. This potential firm fixed price Blanket Purchase Agreement (BPA). The Method of Award for this solicitation will be Tradeoffs.

Please note the following items that apply to this solicitation:

1. This Blanket Purchase Agreement (BPA) award has been set aside for an 8(a) category contractor.

2. Work will be performed in accordance with the attached statement of work “Interior Carpeting and Flooring - All Buildings BPA” dated 11/07/2023 (see attached).

3. The contractor shall begin performance within 1 calendar day and must complete it within 365 calendar days after effective date of the base year of the award.

4. There will be a single One-Day Pre-Proposal site visit for all prospective offerors for this requirement. Site Visit is set for Thursday, January 25th, 2024 at 6:15 AM.

Meet at the EEOB Visitor’s Center on State Street and 17th Street NW. WAVES form (SSF1888) must be submitted by Monday, January 22nd, 2024 to Mr. Brian Paukert (brian.paukert@gsa.gov).

5. Questions as a result of your review of the statement of work and the site visit must be submitted in writing to the contracting point of contact Jonathan Hirsch, Contract Specialist, via email to jonathan.hirsch@gsa.gov, and cc the Contracting Officer:

Brittany Pickeral at brittany.pickeral@gsa.gov, NO LATER THAN 11:30 AM EST, Tuesday, 01/30/2024. Answers to all questions received will be included in an amendment to the solicitation.

6. Offer acceptance is 120 calendar days after the date offers are due.

7. The Offeror's Proposal submitted in response to this request shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the BPA SF1449 submitted by an Offeror, and delivered to the Contractor a copy of the SF1449 with original signatures.

8. All prospective 8(a) offerors are advised that this solicitation will remain unchanged unless it is amended in writing.

9. A single award will be made from this request for Proposal.

10. The Government will award a BPA resulting from this Solicitation to the responsible

Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered. Tradeoffs between technical and price will be considered. Non-Price Factors, when combined, are slightly greater in importance to Total Evaluated Price. See attached document titled “Evaluation Factors”.

Your price shall be in accordance with normal market prices for labor and materials. It shall cover all work associated with performing the services covered in the SOW/Specifications.

For this solicitation you are required to submit SF1449 and a Technical Proposal.

Your Pricing Proposal and Technical Proposal must be received by this office no later than Friday, 02/08/2024, at 04:00 PM EST and must be sent electronically to the contracting point of contact Jonathan Hirsch, Contract Specialist, via email to jonathan.hirsch@gsa.gov, and cc the Contracting Officer: Brittany Pickeral at brittany.pickeral@gsa.gov. The offeror agrees to perform the work required at their quoted price and within strict accordance with the terms of this Request for Proposal (RFP), if this offer is accepted by the Government in writing within 120 calendar days after the Proposal due date.

All dates for the site visit, Request for Information and Proposal Submission are firm set dates.

GSA will not be adjusting the dates at any time.
