RFIs â WH Carpet BPA
1. The document labeled RFP CVR Ltr Tradeoffs-47PM1024R0010-2024-01-04 mentions the proposal due date is Friday February 8th 4:00 PM; however, on the document labeled SF1449-47PM1024R0010 the due date is stated as February 16th 4:00 PM. We would like clarification on what the actual due date is.
Goverment Response: The due date of proposals is February 8, 2024, which is listed on the RFP CVR Ltr Tradeoffs-47PM1024R0010-2024-01-04. The solicitation amendment will correct the due date of the SF1449. A corrected SF1449 will be sent as an attachment to the solicitation amendment.
2. On the SAM.gov listing, there is a SF-24 Bid Bond document; however, none of the other proposal documents mention a bid bond as a requirement. The Bid Bond form attached on the website is also not the latest version- the uploaded version expired in 2019.
We would like to know if the bid bond is required and if so, what percentage is required and if the government can upload the newest version of the bid bond.
Goverment Response: Updated, current SF24 Bid Bond will be an attachment to the solicitation amendment. As stated per the SF24 â Bid Bond Instructions #3, those are the parameters of the bid bond.
3. As per SOW Factor 3: âOfferors shall submit a resume for each Key Personnel identified below. The resume shall not exceed two pages per person maximum (except for Graphic Support Key Personnel)â but there is no mention of specific personnel elsewhere in the SOW.
Goverment Response: The Key Personnel are who your company is planning on using to use for this requirement.
This evaluation factor provides GSA with a better idea of your approach to managing the requirement. Can the government list the anticipated Key Personnel, and if Graphic Support is required for this effort?
4. As per SOW Factor 5- Subcontractors: âIn particular the General Services Administrationâs highly recommended subcontractor.â Can the government please clarify/identify who this subcontractor is and what their scope of work will be in relation to the ensuing contract?
Goverment Response: The highly recommended subcontractor is Carper Resources, Inc. Great Falls, Virginia. They are the company that holds and stages all the flooring material in their warehouse prior to any installation project.
Sometimes this warehouse storage can be for many months to almost a year. Upon completion of the work, they transfer the remaining material to the GSA warehouse as attic stock for any future repairs or replacements. The sub-contractor also holds all the walk-off mats in their warehouse and rotates them when they need to be cleaned. The sub-contractor holds all worker clearances to enter every building at the White House Complex as well as approved parking for their vehicles for all these same buildings and understands all the security protocols in place at the White House.
5. Are we to provide a narrative describing item (10) Sample work orders, inspection logs and reports or does the GSA want a copy of sample work orders, inspection logs and reports? If the GSA is requesting copies of sample work orders, inspection logs and reports, please remove these items from the page count, they will not fit within 1

page.
Goverment Response: Provide a narrative giving a sufficient summary / narrative of the 10 sample work orders. If your company has not done that many, please provide the summary / narrative of those work orders. These summaries / narratives should be able to fit on one page. The submission of your companyâs sample work orders, inspection logs and reports should be directly related to each of the work orders listed on the summary page.
6. Please increase Factor 1-Past Experience section to at least 2 pages, we canât answer 10 questions for 2 projects within 1 page, the project descriptions for each project are at least ½ page long.
Goverment Response: Effective with the solicitation amendment, this evaluation factor requirement response has been granted to a length of 2 pages.
7. Assuming the letters of recommendation are at least 1-page each, please increase the page limit for Factor 2- Past Performance to 2 pages.

8. Where will the carpet be disposed of and does the carpet need to be recycled?
Goverment Response: Carpet should be recycled and be able to provide a recycling certificate upon government request.
9. What are badging\escort procedures for this project?
Goverment Response: HSPD-12 requirement for those on a long term list of more than a few weeks. This will require fingerprinting and an extension background check. Short term workers for one task order or for just a few days flooring project, could be cleared through the United States Secret Service screening procedures. Everyone will be required to wear a badge around their neck while working. An escort will be required for those given an escort required badge. Escort arrangements are made by a GSA Government officials.
10. Are the existing threshold remaining or are they being replaced?
Goverment Response: Any wood thresholds or transitions are the responsibilty of the GSA Carpet Shop. All the remaining ones have the potential to be part of the Scope of Work and get replaced about 85% of the time. This includes metal or rubber vinyl types of various lengths and widths.
11. Are floor plans available?
Goverment Response: Upon award of the contract, floor plans will be provided.
The due date for proposals has been corrected on the SF1449 to show that the due date is Thursday, February 8, 2024 at 4:00 pm EST.
