Technical Evaluation Factors – Carpet Installation and Flooring Surfaces Services
TECHNICAL PROPOSAL EVALUATION:
The following criteria represent the factors that will be used by the panel in evaluation of offerors. Detailed price proposals will also be evaluated. One firm will be selected that met the minimum standards. The maximum score is 100%.

For purposes of all evaluation factors, the term “similar projects” shall be defined as containing all of the following characteristics:
· The job involved providing all aspects related to installation or repair of carpet and/or flooring in highly occupied Federal Government Offices.
· The project was located within the metropolitan area of Washington, DC metropolitan area.
· The project was completed in the last 5 years.
· The project involved large federal government agencies.
· The project involved conducting work in areas / spaces that are considered a working museum.
(For clarification / explanation, these areas / spaces are where tourists, high level government officials and foreign dignitaries walk through)
Factor 1 – Past Experience in Providing Carpet Installation Services on Similar Government Projects (20%):
This factor considers the extent of the Offeror’s past experience in performing similar projects.
Descriptive Content of the RFP Factor by the Offeror:
1) Project Title
2) Owner
3) Occupant(s)/Tenant(s)
4) Location
5) Description
6) Contractor’s Responsibilities (Scope of Work)
7) Date of Award
8) Date of Completion
9) Contractor’s key personnel assigned full time to the project.
10) Sample work orders, inspection logs and reports.
Evaluation Standard:
The Offeror must demonstrate successful experience as a Contractor responsible for providing installation and repair of various types of carpet and flooring for at least two (2) similar projects, completed within 5 years and meets the following characteristics:
1. All requirements in the definition of Similar Projects as defined above
2. Reports show high level of competency in identifying and reporting on the requirement.
This section is not to exceed 1 page.
Factor 2 – Past Performance (20%):
This factor considers the Past Performance of the Offeror. The Offeror shall submit two (2) or more letters of recommendation who describe the quality of the Offeror’s past performance for each project presented in Evaluation Factor 1: Past Experience on Similar Projects. The Offeror shall provide the name, title, company name, current address, current phone number, current email address, and current fax number for each reference. The referrers must be willing to be contacted for more information.
This factor will be evaluated based upon the evaluation of responses of references recommended by the Offeror. The Government may also consider information obtained from any other sources.
Past Performance will be evaluated as a predictor of the Offeror’s compliance with contract requirements and overall quality of performance. Past Performance is a measure of the degree to which an Offeror satisfied their customers in the past. The Government will contact the references to ask whether or not they believe: (1) that the Offeror was capable, efficient and effective; (2) that the Offeror’s performance conformed to the terms and conditions of its contract; (3) that the Offeror was reasonable and cooperative during performance; and (4) that the Offeror was committed to customer satisfaction.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.
Evaluation Standard: The standard is met when the Offeror:
1. Provides the requisite number of references for each sample project listed in Prior Experience with accurate contact information.
2. Demonstrates that the offeror successfully met or exceeded the expectations on those projects including:
(1) that the Offeror was capable, efficient and effective;
(2) that the Offeror’s performance conformed to the terms and conditions of its contract;
(3) that the Offeror was reasonable and cooperative during performance; and
(4) that the Offeror was committed to customer satisfaction.
Should the offeror fail to provide references or if the panel is unable to contact these references after making a reasonable effort to do so, the offeror may be rated less favorably on this factor. The panel is not required to conduct reference checks on more than two references, but it may solicit other sources including, but not limited to, Federal, state, and local agencies, better business bureaus, published media, and electronic databases as references for information on the sample projects presented by the offeror if deemed necessary.
This section is not to exceed 1 page.
Factor 3 – Key Personnel Qualifications and Experience on Similar Projects (20%):
Offerors shall submit a resume for each Key Personnel identified below. The resume shall not exceed two pages per person maximum (except for Graphic Support Key Personnel). Resumes should include education, information on length of employment with the proposing firm, relevant experience, licenses, degrees, and applicable skills and credentials specific to this contract which speak to the qualifications criteria for the position. Experience working on installation and repairs of carpet and flooring in high profile and high security locations is particularly sought.
The Government will consider the extent to which the Offeror’s key personnel have worked together, as well as consider the previous education, credentials, project experience, training, and additional qualifications for the roles they are proposed to fill for the Project.
The personnel shall have some, or all, of the following:
· Credentials: Able to pass security clearance.
· Experience on a variety of carpet and flooring repair and installation projects.
Factor 4 – Management Plan / Project Approach (20%):
Provide a one-page discussion demonstrating understanding of the scope of work and a description of the services that the Offeror can supply that meet the needs for installation and repairs of carpet and flooring. Additionally provide the following:
1. Management Plan/Project Approach: Offerors shall describe their approach to accomplishing and delivering the required services on schedule and within budget. The approach shall include an understanding in managing personnel, backup personnel, methodology for hiring.
2. Organization and communication: Offerors shall provide an organizational chart for the Offeror project team, show lines of authority within the project team, corporate organization, key personnel, and the Government.
3. Compliance with all Security Procedures and Protocols: Offerors shall describe their approach to complying and making all required accommodations based on frequent and very likely possible last-minute delays to site / location access (meaning that site / location is not readily available at starting time) due to extremely high levels of security. These delays are not caused by GSA in anyway.
Evaluation Standard: The standard is met when the Offeror submits a Management Plan/Project approach that adequately addresses each of the two (2) elements listed above, including:
1. The narrative describing the Offeror's approach is clearly written, grammatically correct, and adequately and reasonable and covers all tasks and activities to be required by the contract Scope of Work;
2. The Offeror supplies an organizational chart (staffing plan) for the project team that proposes the management and organizational structure for the Offeror’s proposed team;
3. The Offeror’s approach to the Security Procedures and Protocols shows a clear understanding of the magnitude of the security and their ability to address these magnitudes.
This section is not to exceed 2 pages.
Factor 5 – Management and Partnership Relations with Subcontractor (20%):
Provide a one-page discussion demonstrating the ability to managing subcontractors and how the offeror has established, will establish and maintain a superior partnership with subcontractors. In particular the General Services Administration’s highly recommended subcontractor. Additionally provide the following:
1. Management and Partnership Approach: Offerors shall describe their approach to managing and establishing a partnership with the subcontractor for this requirement. The approach shall include an understanding in managing personnel, knowledge of what stock is available, working with the subcontractor to ensure that all requirements for service are met within the parameters of each need.
2. Ensuring that the relationship with the subcontractor is solid throughout the life of the award.
Evaluation Standard: The standard is met when the Offeror submits a Management and Partnership Plan approach that adequately addresses each of the two (2) elements listed above, including:
1. The narrative describing the Offeror's approach is clearly written, grammatically correct, and adequately and reasonably and demonstrates to the Government an assurance that there will be no issues or fragmentation of the partnership with the subcontractor.
2. The Offeror will also provide a detailed outline as to how they will handle, correct and the timelines involved in case of any issues of fragmentation of the partnership with the subcontractor.
Technical factors, when combined, are of more importance than price.
