LAW ENFORCEMENT TRAINING SIMULATORS IDIQ

8 September 2015

NOTE: Responses provided herein do not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

Authorized Partner/ Distributor

For equipment sold under this contract for which the Contractor is not the manufacturer, the Contractor must be an authorized reseller, authorized service partner, or authorized dealer to sell, configure, and consult with the manufacturer.

Is an “authorized reseller, authorized service partner, or authorized dealer to sell, configure, and consult with the manufacturer” considered a major subcontractor?

If so, are there limitations/restrictions on percentage of quantity of work prime contractor is required to provide and subcontractor is required to provide?

The purpose of this requirement is to ensure that Offerors utilize authorized distribution channels in providing equipment, software, and services.

An “authorized reseller, authorized service partner, or authorized dealer to sell, configure, and consult with the manufacturer” may or may not be considered a major or critical subcontractor.

Refer to FAR Clause 52.219-14 (Limitations on Subcontracting) and FAR Clause 52.219-6 (Notice of Total Small Business Set-Aside) paragraph d.

This solicitation has been assigned a manufacturing NAICS code (i.e.

supplies).

52.211-8 Time of Delivery (June 1997)

(a) The Government requires delivery to be made according to the following schedule:

REQUIRED DELIVERY SCHEDULE

Of All Items at a quantity per each delivery order to be 75 Calendar Day within Days after Date of Contract

Taking into account the Language provision, ITAR requirements, site survey, shipping, installation, and training. What is the basis requiring all items to be delivered in 75 days (including all services).

The 75 days refers to the delivery of hardware and software. The solicitation will be amended to make this clear.

At this point in time we are unaware if ITAR / EAR licenses will be required. If an export license is required, and approval of the license is delayed without fault of negligence of the contractor, the delay would appear to be covered by FAR clause 52.212-4, paragraph (f) – Excusable delays.

3. Appendix C, X01 Page 2, Visual Display

“…The Contractor shall provide necessary projectors and screens to project life-size objects on the screen and provide peripheral view on both sides of trainees.”

The Draft Solicitation implied that the fixed system should provide a multi-segment or curved screen. For the fixed system, is a multi-segment or curved screen required to “provide peripheral view on both sides of the trainees”?

If yes, can you provide a minimum projected image size (height & width) of the screen solution?

If no, can you provide guidance on how the peripheral views should be provided or revise the requirement?

Either a multi-segment or curved screen is acceptable, so long as it provides peripheral view.

Screen height should be sufficient to provide life-size, realistic scenarios (6 feet), and of sufficient width to accommodate four students simultaneously.

4. Appendix C, X02 Page 4, Visual Display

“…The Contractor shall provide necessary projectors and screens to project life-size objects on the screen and provide peripheral view on both sides of trainees. “

For the portable system, is a multi-segment or curved screen required in order to “provide peripheral view on both sides of the trainees”?

If yes, can you provide a minimum projected image size (height & width) of the screen solution?

If no, can you provide guidance on how the peripheral views should be provided or revise the requirement?

Peripheral view, while desirable, is not required for the portable system.

However, there is a requirement that the system provide life-size, realistic scenarios (6 feet) with sufficient width to accommodate four students simultaneously.

5. Appendix C Page 4, X02 Under Transportability

The system shall be capable of withstanding stresses due to loading, transportation, and unloading. The entire portable simulator system shall be stored in hard plastic or composite cases and must be transportable in an SUV or Van. A maximum of two (2) cases per system are acceptable.

Is there a size and amount of screens required to meet the two cases and weight requirement?

The system must be transportable in a single SUV or van. The number of cases required to store and transport the equipment is not an issue as long as the system fits within an SUV or van.

6. Appendix C Page 4, X02 Under Visual Display

All system components shall support high definition video. Marksmanship and judgmental training video scenarios shall be in high definition. The Contractor shall provide necessary projectors and screens to project life-size objects on the screen and provide peripheral view on both sides of trainees.

In the released RFP, X01 and X02 are both described as requiring to provide a “peripheral view on both sides of the trainees”. Can the government confirm that they are requiring a “peripheral view on both sides of trainees” for both the Fixed Firearm Training Simulator X01 and Portable Firearm Training Simulator X02?

Peripheral view, while desirable, is not required for X02. It is a requirement for X01.

7. Appendix C Page 4, X02 Under Set Up Time

The portable simulator system shall take no more than 30 minutes to setup and be ready for training. This time includes completion of all required pre-training diagnostics and adjustments. Setup shall require no more than one person, except for brief two person operations for carrying case(s) to location of training.

Based on each individual working at different paces and knowing factoring in that in situations there are extenuating circumstances that come up at each individual setup, can you please clarify the 30 minute to setup requirement?

We will modify this requirement to state that, from the time the system arrives at the training site, it can be assembled and put into operation by a trained operator in not more than 2 hours.
