APPENDIX C
SPECIFICATIONS – CORE EQUIPMENT AND SERVICES -
17 AUG 2015
X01 Fixed Firearm Training Simulator The Contractor shall provide a complete fixed firearm training simulator system. The system shall include all required hardware, software, applications/programs, CPU, Audio/Video systems (projectors, screens, monitors, and sound system) and all accessories and devices required for proper operation and function. The Contractor shall include all necessary cabling and connectors required for system installation.
The system shall provide a realistic training environment. The system shall support lowlight, no-light, static target and moving target training scenarios. The system shall have targets scalable to distances of feet, yards, and meters and shall have programmable, timed targets for qualification courses. The visual presentation of the targets shall accurately represent the appearance of an actual target at the simulated distance. The system shall allow the instructor to create customized qualification courses.
The environments depicted on screen must be common settings found in urban, rural and industrial areas, with common vehicular or pedestrian traffic.
The system shall be ballistically accurate based on the type of weapon and round being fired. The visual scene shall simulate the weapons interaction with the environment from the time it is shot to the time of impact. The model behavior and effects of the simulated ammunition impact on the target, structures, and other areas shall replicate the effects of the actual ammunition. Each human target’s killing radius shall be defined to distinguish between a lethal shot, capacitating shot, mobility and non-lethal areas of the target.
The system shall have the ability to integrate simulated non-lethal weapons, such as Taser, OC Spray, and similar items. The system shall have the ability to incorporate handheld and weapon mounted lights in low and no light scenarios.
The Contractor shall deliver judgmental use-of-force video scenarios. The video scenarios shall depict typical situations which law enforcement personnel face in the execution of their duties.
Expected Use The system will be used in basic and advanced weapons training for developing proficiency in marksmanship, use of force judgment skills, close quarters shooting skills, tactical reloading and weapon malfunction clearing related to multifaceted police operations. The simulation system will be used indoor and shall be capable of instructing in basic and advanced marksmanship, shoot/no-shoot judgment, combat marksmanship, supporting arms, and weapons employment tactics.
The fixed simulator shall be capable of operating continuously for at least 12 hours per day.
Electrical The simulator shall have an uninterruptible power supply (UPS) with surge protection. The system shall be protected from power fluctuations and transients, especially those encountered in OCONUS locations. The Uninterruptible Power Supplies (UPS) shall allow for an orderly system shutdown in case of a power failure.
All electrical circuitry and installation shall comply with the requirements of the National Electric Code
(ANSI/NFPA 70).
Visual Display All system components shall support high definition video. Marksmanship and judgmental training video scenarios shall be in high definition. The Contractor shall provide necessary projectors and screens to project life-size objects on the screen and provide peripheral view on both sides of trainees.
The system must be capable of being installed in various room configurations. System setup may require various distances between the firing point, projector, and displayed image applicable to each room size. The system shall compensate for varying distances and shall scale and adjust the projected images accordingly.
Sound System The system sounds shall be of such fidelity, quality, realism, and volume that students shall experience the cues, stresses, and distractions of a “real life” situation. The sounds shall be of sufficient volume so that the distractions provided to the trainee shall be similar that those encountered in actual situations. The system shall allow the instructor to control the volume of the sound system from the Instructor Control Station.
Number of Simultaneous Users The system shall support at least 4 simultaneous trainees firing weapons during marksmanship scenarios. The system shall support at least 4 simultaneous trainees firing weapons during collective scenarios. During collective scenarios, the system shall support at least 2 weapons per trainee.
Lethal Weapons The system shall provide an audio simulation of the weapon report each time a weapon is fired. The weapon report shall be unique to each weapon type. The accuracy of the weapon tracking system shall be maintained in ambient light conditions, over the entire area of the large screen display, and simultaneously for all weapons.
The weapon tracking system shall be capable of distinguishing which weapon fired which round. The system shall track all rounds fired by each weapon. When a weapon runs out of ammunition during a scenario, the weapon shall not record hits or sounds unless the weapon is reloaded by the trainee or instructor.
Instructor Control Station The system shall include an Instructor Control Station to control all system operations. The system shall allow the instructor to monitor shot placement in real time. Additionally, the system shall allow the instructor to view the weapon status and to change the status of the weapon during scenarios to require the students to do the following:
• Load/Reload/Unload
• Make Weapon Safe
• Induce Malfunctions/Clear Weapon
Recording of Training Sessions and Information The system shall record video and audio of all training sessions. The system shall include all tools required for the instructor to conduct effective training debriefs and track trainee progress. The system shall record trainee performance and evaluations, archive training records, and allow the instructor easy access to historical records and ability to run ad-hoc reports.
Operator and Maintenance Manual The Contractor shall provide an Operator and Maintenance Manual for each system delivered.
Corrective and preventive maintenance actions and procedures shall be documented in the manual. The manual shall contain a description of the system and its operation. System limitations, safety information, and other important information shall be highlighted in the manual.
Software System-specific software delivered by the Contractor shall be provided under a perpetual license. License renewals must not be required for continued use of the simulator system.
Language Requirements The Contractor shall provide, at no additional cost to the Government, software user interfaces, operator and maintenance manuals, and video scenarios in English, Spanish or French. The required language will be identified by the Government in each delivery order.
X02 Portable Firearm Training Simulator

Transportability
The system shall be capable of withstanding stresses due to loading, transportation, and unloading. The entire portable simulator system shall be stored in hard plastic or composite cases and must be transportable in an SUV or Van. A maximum of two (2) cases per system are acceptable.
The cases shall have at least two wheels on one side as well as a handle so that the system is easily movable by one person when it is in the case. The cases shall have the ability to be securely locked. The weight per case shall permit two-person carry for all components. The cases shall be marked to indicate the number of people who are required to lift the rack.
The case shall contain foam or other shock absorbing materials. The transport case must possess compartments sized for each component of the system to prevent damage to each component.
Setup Time The portable simulator system shall take no more than 30 minutes to setup and be ready for training. This time includes completion of all required pre-training diagnostics and adjustments. Setup shall require no more than one person, except for brief two person operations for carrying case(s) to location of training.

X03 Untethered Drop-in Laser Recoil Kit - - Pistol
Untethered drop-in laser recoil kit for use with both fixed and portable simulators. The recoil kit shall be capable of simultaneous operation with all other simulator system weapons. The drop-in kit shall include refillable magazines and must not require permanent modification of the end-user supplied weapon.
The recoil kit shall include all necessary accessories for installation and operation.
Laser labels shall be in accordance with 21 CFR 1040. All components of the recoil kit must meet safety standards for lasers, ultrasonics, etc.
X04 Untethered Drop-in Laser Recoil Kit - Rifle
Untethered drop-in laser recoil kit for use with both fixed and portable simulators. The recoil kit shall be capable of simultaneous operation with all other simulator system weapons. The drop-in kit shall include refillable magazines and must not require permanent modification of the end-user supplied weapon.
The recoil kit shall include all necessary accessories for installation and operation.

X05 Recoil Kit Recharge Station
Contractor shall provide all equipment and accessories (to include empty refill canisters and adapters) necessary for the safe and convenient recharge of refillable magazines included in items X03 and X04.
X06 Replica Taser
Simulated Taser and all required hardware and software to ensure full compatibility with simulator systems.
The simulated Taser shall represent the physical characteristics of the weapon (weight, center of gravity, appearance, etc.).
The simulated Taser shall be capable of simultaneous operation with all other simulator system weapons.
Laser labels shall be in accordance with 21 CFR 1040. All components of the replica Taser must meet safety
X07 Flashlight
Flashlight and all required hardware and software required to perform low-light training. The flashlight shall be capable of simultaneous operation with all simulator system weapons.
X08 Hostile / Return Fire Feature
Hostile / return fire simulator and all required accessories. Simulates hostile fire requiring trainee(s) to take cover during training scenarios. The hostile / return fire feature shall seamlessly integrate with the simulator system. The hostile / return fire feature must have the capability to be manually controlled by the instructor.
The feature must include safety features to prevent accidental firing. The contractor shall include all needed personal protective equipment (for a group of 4 trainees) to ensure the safety of trainees.
X09 Scenario Creation and Editing Hardware and Software
All hardware (including video camera) and software necessary for the creation and editing of additional video scenarios. The hardware and software shall utilize Advanced Video Coding High Definition (AVCHD) or equivalent format files inputted into the simulator via digital media (USB hard drive, DVD, etc.). The hardware and software shall output files in a format that are compatible with the simulator systems. High definition video is required.
X10 Installation of Fixed System - Price per System - Mexico
Overhead ceiling installation of fixed simulator system in a dedicated simulator room. Installation includes all required accessories and connectors. All work shall be performed in accordance with OEM specifications and recommended installation instructions and must be performed by factory-authorized representatives.
The contractor shall provide an installation report to the COR and shall certify all work was accomplished by factory-authorized representatives and in accordance with OEM specifications and installation instructions. The report shall identify the individuals performing the work, dates of work, and shall include results of equipment testing demonstrating all components operate in accordance with manufacturer’s specifications.
All services shall be provided in Spanish. Does not include travel or DBA insurance costs.
X11 Site Survey - Price per Location - Mexico
The Contractor shall conduct a comprehensive site survey / assessment of a prospective system location to ensure it meets or exceeds manufacturer recommendations.
The contractor shall provide a report to the COR detailing the conditions found and whether the existing conditions are or are not in compliance with manufacturer recommendations. In the event the location does not meet manufacturer recommendations, the contractor shall provide detailed recommendations for improvements
/ renovations needed in order to bring the location up to manufacturer standards or shall recommend an alternative location meeting all manufacturer requirements.
All services shall be provided in Spanish. Does not include travel or DBA insurance costs.
X12 Operator / Instructor Training - Mexico
The Contractor shall provide up to 40 hours of on-site operator and instructor training to a group of up to six (6) trainees. If not previously accomplished by the end-user, the Contractor shall unpack and set-up the simulator system(s) and accessories required for training.
Training shall be conducted by factory-authorized instructors. The contractor shall ensure that the course instructor is fully knowledgeable in the technical documentation and will be able to explain the equipment concepts to the trainees. Course instructors must be competent in systems operation, scripting/editing capabilities, preventive system maintenance and system troubleshooting.
The Contractor shall coordinate and provide a training plan for COR approval at least 6 weeks in advance of proposed training dates. Upon successful completion of training, the Contractor shall provide the COR a training report. The report must include at a minimum:
• Name of the instructor(s)
• Dates and location of training
• A summary of the information covered
• Name and agency affiliation of all trainees
• Attendance record for all trainees
• Any recommendations for future training
• Copy of all training materials
The training shall cover all aspects of the operation and preventive maintenance of the equipment to permit a successful training experience by the end-users while maintaining the integrity of the simulator and ensuring safety of participants. At a minimum, the training must cover set-up, operations, troubleshooting, transportation, and required preventive maintenance.
The contractor shall teach the course using classroom instruction and hands-on practical exercises. The training provided must be of sufficient depth to ensure trainees are able to independently take full advantage of all system capabilities, ensure the systems are handled in accordance with manufacturer recommendations, and are able to train other personnel in the proper use of all systems.
All training and training materials shall be provided in Spanish. Does not include travel or DBA insurance costs.
X13 Scenario Creation Training - Mexico
The Contractor shall provide up to 40 hours of on-site scenario creation and editing training to a group of up to six (6) trainees.
Training shall be conducted by factory-authorized instructors. The contractor shall ensure that the course instructor is fully knowledgeable in the operation of the simulator, all scripting/editing functions, and is able to clearly convey all concepts to the trainees.
The Contractor shall coordinate and provide a training plan for COR approval at least 6 weeks in advance of proposed training dates. Upon successful completion of training, the Contractor shall provide the COR a training report. The report must include at a minimum:
• Name of the instructor(s)
• Dates and location of training
• A summary of the information covered
• Name and agency affiliation of all trainees
• Attendance record for all trainees
• Any recommendations for future training
• Copy of all training materials
The training shall cover all aspects of pre-production, production, and post-production of new system scenarios.
The contractor shall provide scripting and editing training for instructors in development of system scenarios and system assessment features related to student performance. The Contractor shall provide training on the proper upload of created scenarios to the simulator systems.
The contractor shall teach the course using classroom instruction and hands-on practical exercises. The training provided must be of sufficient depth to ensure trainees are able to independently take full advantage of all scenario creation and editing hardware and software and are able to train other personnel in the use of said capabilities.
All training and training materials shall be provided in Spanish. Does not include travel or DBA insurance costs.
X14 Shipping to CONUS Point of Embarkation - Price per System
Shipping in accordance with FAR clause 52.247-34 (F.o.b. Destination) to a continental United States location to be designated by the Government at the delivery or task order level. For purposes of CLIN X14, a system includes:
i. A fixed or a portable firearms training simulator; and
ii. Any accessories ordered at the time of simulator purchase.
X15 – X17 Local Warranty and Support - Mexico
Local Warranty and Support Year 1 (X15), Year 2 (X16), and Year 3 (X17).
The local warranty and support period, if ordered, shall start:
• Delivery orders requiring installation – Upon successful installation and US Government acceptance of the complete system.
• Delivery orders without installation – Upon successful delivery and acceptance of supplies by the US Government.
The contractor shall repair or replace training simulators and accessories during the warranty period at no cost.
The contractor shall provide round trip shipping for all warranted items. All warranted items returned for repair or replacement shall take no more than 15 calendar days for the item to be returned to contractor, repaired or replaced, and returned to the installation site. The contractor shall ensure that subcontractor and vendor warranties provide the same coverage and are passed through to the end item.
The contractor shall provide, through the duration of the warranty period, telephone and email technical support. Technical support shall be provided Monday – Friday from 08:00 hrs to 17:00 hrs local time. Local time will be determined based on the location of the warranted system(s).
The contractor shall promptly dispatch to the customer location a factory-authorized representative to address warranty and support issues that may not be resolved remotely. This must be accomplished at no additional cost to the Government.
All in-person, telephonic, and e-mail warranty and support services shall be provided in Spanish.
The contractor shall provide the appointed COR a report that identifies and documents all items to be warranted.
Each item warranted shall be indexed and identified by serial number, model or part number, date of acceptance by the Government, and duration of warranty period. The report must also identify the name, address, telephone number, and email of the Contractor’s representative for warranty purposes.
The contractor shall, for the duration of the warranty period, provide a monthly report to the COR detailing receipt of warranty / support requests, resolution of opened tickets, and pending action items.
MINIMUM REQUIREMENTS FOR LABOR
Labor Category Minimum Requirements Description X18 – Project Manager PMP certified. Bachelor degree
(or higher) and at least 5 years of experience as a project manager.
Responsible for the overall success of the project. Utilizes a variety of project management techniques to ensure the project in completed on-time, within budget, and meets or exceeds the specified quality standards. Ensures all required deliverables are provided in accordance with task or delivery order requirements.
X19 – Instructor / Trainer
Bachelor degree (or higher) and at least 3 years of experience as factory-authorized instructor.
Possesses superior knowledge about the offered products sufficient to instruct new users on operational aspects, recommended maintenance, and troubleshooting of offered simulator systems and related accessories.
X20 – System Engineer Bachelor degree (or higher) and at least 3 years of experience as a factory-authorized engineer.
Responsible for recommending, evaluating, and documenting hardware / software changes to simulator systems and accessories as a result of customer-driven requirements.
X21 – Documentation Specialist
Associate degree (or higher) and at least 3 years of experience working as a documentation specialist.
Responsible for all aspects of documentation preparation and distribution. Prepares and edits a wide variety of written correspondence and reports. Ensures all documents are written with proper grammar, are of a professional quality, and are written with the identified audience in mind. Documentation developed may include, but is not necessarily limited to: project reports, training documentation, technical manuals, and evaluation reports.
X22 – Installer / Maintainer
High school diploma (or higher) and at least 3 years of experience as a factory-authorized installation / maintenance worker.
Responsible for installation and maintenance of supplied systems and accessories. May assist with on-site surveys to determine compliance of proposed installation site with factory-recommended specifications.
X23 – Installation / Maintenance Assistant
High school diploma (or higher). Performs general manual labor tasks including loading, unloading, lifting, and moving materials. Works under direct supervision of a factory-authorized Installer / Maintainer.
X24 – Video Technician / Editor
High school diploma (or higher) and at least 5 years of
Responsible for all pre-production, production, and post-production aspects of filming new experience. interactive simulator scenarios and/or training videos.
All degrees must be awarded by an accredited institution of higher education. The Government will consider the following additional experience as a substitute for formal education:
High School Diploma – Diploma may not be substituted Associate Degree – Additional 2 years of experience Bachelor Degree – Additional 4 years of experience
