About this file
This is a Supplemental Information Letter No. 2 from the City of Salem Public Works Department Contracts and Procurement Division addressing bidder questions regarding the Marion Parkade Revitalization project (Project Number 682118; Bid Number 256075). Issued on December 10, 2025, the letter clarifies how bidders should assess costs for scopes of work previously listed as allowance bid items in earlier versions of the bid form. The clarification requires bidders to evaluate and incorporate costs for these items into corresponding lump sum divisions of work, affecting multiple project components across Division 2 (Existing Conditions), Division 4 (Masonry), Division 5 (Metals), Division 9 (Finishes), and Division 10 (Specialties). The affected scopes include erosion control measures, elevator adjustments, slab crack repair, CMU cell grouting, scaffolding and hoisting services, exterior concrete painting, signage wall preparation, installation/hoisting services, engineering, and permitting.
The successful bidder will be required to substantiate all costs for the previously allowanced scopes of work and all lump sum bid items through a detailed Schedule of Values submittal, which must be reviewed and approved by the City before use as the basis for payment applications and processing. The letter notes that any changes in conditions not reasonably inferred from the contract documents at the time of bid will be negotiated separately as contract Change Orders. The letter was issued by Shawna Self, CPPB, Manager of Contracts and Procurement, and distributed to key City engineering and management personnel involved in project oversight.
