About this file

This is Addendum 2 to the Marion Parkade Revitalization contract issued by the City of Salem, Oregon Contracts and Procurement Division, dated December 9, 2025. The addendum modifies the original bid documents for Project 682118, Contract 256075, and extends the bid deadline to December 16, 2025, at 2:30 p.m. The project involves comprehensive revitalization of the Marion Parkade, including demolition of existing structures, concrete repairs, installation of metal stairs and railings, masonry work, electrical systems, signage, and finishes across multiple levels. Key modifications include replacement of the bid form to require lump-sum pricing by division rather than individual line items, deletion and replacement of architectural drawings for stair towers (Sheets A2.11-A2.14 and A3.00, A3.10, A3.11) with Delta 5 clouded revisions, and elimination of delegated design requirements for stairs, which are now fully designed by the project structural engineer. The addendum provides 22 clarification questions and answers addressing scope ambiguities, including remediation of 94 post-tensioned tendon ends, wheel stop quantities updated to 80 units, concrete slab patch work at stair towers (1,700 square feet), parking stall striping for 84 total stalls, and wayfinding signage quantities totaling 56 panels. The bid structure consolidates work into 11 divisions with lump-sum pricing: General Conditions, Existing Conditions and Demolition, Concrete, Masonry, Metals, Thermal and Moisture Protection, Openings (Curtainwall), Finishes, Specialties, Equipment, and Electrical.

The addendum specifies attic stock requirements including four handrail bracket kits per staircase type, replacement stair nosings at five percent of total installed, concrete stair pan allowance at five percent, duplicate lighting fixtures and drivers, additional motion sensors, exterior paint in five-gallon quantities, and one replacement blank sign per type with associated hardware kits. All work requires traffic control plan development and permitting for right-of-way closure, with multiple-lane closures restricted to 9:00 p.m. to 5:00 a.m. hours pending City Traffic Engineering approval. The contract documents require all bidders to acknowledge receipt and acceptance of Addendum 2 by signing and submitting the addendum with their proposal. The engineer's estimate for the overall Marion Parkade Revitalization project ranges from $6 to $6.25 million. No set-aside designations, incumbent contractor information, or specific disadvantaged enterprise requirements are detailed in the addendum, though standard municipal contracting practices and compliance with applicable codes and regulations are expected.

ITEMS OF CLARIFICATION⸺ADDITIONAL QUESTIONS AND ANSWERS

FOLLOWING ADDENDUM 1 RELEASE:

Question 1: Will there be an extension to the bid deadline?

Answer: The bid deadline has been extended to Tuesday, December 16th, 2025, at 2:30

PM.

Question 2: How are responses within Addendum 1 pertaining to specific bid items affected by

Addendum 2?

Answer: The Bid Form provided with Addendum 2 has been simplified to require pricing as a lump sum per each Division of work. Any response in Addendum 1 that pertained to pricing of a specific bid item should instead be incorporated into a lump sum as part of the entire Division. For example, bid item 2.24 related to “Haul and Disposal” should now be incorporated into a full lump sum number for all of Division 02 work.

Question 3: 03 38 00: Post-Tensioned Concrete Repair, calls for corrosion remediation of 40 tendon ends behind masonry, and 54 tendon ends not behind masonry. What bid item or items are we to include this cost under?

Answer: Remediation items related to tendon ends and work related to inspection, such as temporary removal of masonry veneer, are to be included within the lump sum for

Division 03 work.

Question 4: 03 38 00: Post-Tensioned Concrete Repair, calls for tendon coating. Please confirm this only applies to the 94 tendons mentioned in question 3 above.

Answer: Correct. This coating is only required on tendons that are visibly showing signs of rust and/or distress per the provided JRMA report. The 94 tendons provided are an estimate.

Question 5: Sheet S0.01, Note 2D under existing slab and beam remediation states to provide an allowance for remediation of up to 65 tendon grout pockets and tendon stressing heads. No bid item has been included for this work. Please include on bid form.

Answer: Incorporate this remediation work within the Division 02 lump sum. Reference

Specification 03 38 00 for estimated quantities of tendon heads requiring corrective work, which can be used to obtain pricing.

Question 6: Bid Item 2.6: Chip Out Concrete to Expose Tendon Ends. Please provide locations this work is to occur. Also, please confirm no exposure of tendon ends in closure strips of PT slabs.

Answer: This will occur at the areas requiring tendon inspection and repair (behind masonry veneer and at exposed floor and ramp edges). No exposure is needed elsewhere.

Question 7: Bid Item 2.25: Encapsulate/Demolish/Abate Lead Paint Striping. Drawings call for paint cover of existing striping. Please confirm no other abatement of lead containing striping is required.

Answer: Correct. See hazardous materials report for more thorough information.

Question 8: Bid Item 3.1: Prep Slab for New Railing. Please indicate where we are to prep slab. Note, where brick retaining wall is demolished on level 1 at the East, South and West perimeter of the garage, the brick wall extends below grade, and more than slab prep needs to be done to install the new screen wall.

Answer: The slab preparation will take place at all locations specified to receive new railing. This includes the ground floor screen railing around the parkade perimeter, as well as the railing added to the second and third levels adjacent to the new stairs. Sheets

A2.11-A2.14 and have been modified to further clarify the location and design intent for the railing and bollard design at the upper stair levels. The brick retaining wall removal scope on the ground floor (including any removal below grade) should be incorporated into the Division 02 lump sum on the Bid Form.

Question 9: Bid Item 3.2: Concrete Wheel stops, addendum 1 added 4 additional parking spaces, but quantity on the bid form remained 76. Please update bid Item. Also, during the site visit, we observed exiting concrete wheel stops that would need to be removed. Please include bid item for demo of existing wheel stops.

Answer: 80 wheel stops is correct. Incorporate pricing for these materials within the

Division 03 lump sum. Removal of the existing wheel stops on the third floor should be incorporated within the Division 02 lump sum.

Question 10: Bid Item 3.13: Concrete slab patch/repair lists a quantity of 1700 Sq. Ft. Please indicate the scope of work in this bid item. If this applies to elevated PT slab, cost is much higher than slab on grade.

Answer: This scope applies to the area at the base of each stair tower. Incorporate pricing of this work within the Division 03 lump sum.

Question 11: Bid Item 3.16: Scan PT Slab, is this meant for attachment of post installed anchors/dowels or is this meant for scanning the entirety of the PT decks?

Answer: Attachment of post-installed anchors/dowels. Full scanning is not required.

Question 12: Please provide bid item for concrete filled stair treads & landings.

Answer: Bidders have the option to incorporate the concrete treads into the Division 03 lump sum or can incorporate into Division 05 as part of the full metal stair scope.

Question 13: Bid Item 5.6: HSS5x3x1/4-inch at Vertical Fin. Member size could not be found on drawings. Please provide location.

Answer: HSS5x3x1/4-inch was incorrectly included in the previous bid form. Incorporate all structural steel pricing into the Division 05 lump sum.

Question 14: There is structural steel located in the signs but no bid item for this scope. Please provide bid item.

Answer: The structural steel utilized in the MARION signs is cold-formed steel studs

(CFS). Reference Structural drawings for size and layout. Pricing for this item should be incorporated into the Division 05 lump sum.

Question 15: Specification 05 51 00 reads as though stairs are to be bidder designed by Pacific

Stair Corp, but the structural drawings show the stairs as fully designed. Please confirm which way we should bid the project.

Answer: Stairs are custom designed by project Structural Engineer. Detailing can be found in Structural drawings. Specification 05 51 00 has been revised to eliminate delegated design requirements.

Question 16: Bid Item 9.2 New Parking Stall Striping, addendum 1 added 4 additional parking spaces, but quantity did not change. Please revise bid form. Additionally, the initial bid form lists a quantity of 44 each but the drawings show significantly more when counting all new parking stalls on level 3 as well as the new parking spaces on Union Street (A1.00)

Answer: Provide pricing in the Division 09 lump sum based on 84 stalls, which encompasses 77 stalls on the upper level at solar canopies, 4 stalls on the first floor near the Union Street driveway closure, and 3 parallel spaces on Union Street.

Question 17: Bid Item 9.14: Signage Panels at Stairwell/Elevator for Wayfinding (6/A8.00).

Please confirm one at each new stair landing. Also, please confirm no new signs at stairwell that remains.

Answer: Confirmed.

Question 18: Bid Item 9.15: Signage Panels at columns (“Skybridge/Stairs), I count 8 each

Type 10A (Level 1), 8ea type 10B (Level 2), and 4ea Type 10C (Level 3) for a total of 20. Can you confirm I’m counting the correct signs? If not, where are the 16 signs this bid item is to include.

Answer: 20 is correct. Provide pricing as part of Division 09 lump sum.

Question 19: Bid Item 9.16: Sign Panels for Wayfinding (A2.01-A2.03), I’m getting following counts for a total of 36.

Answer: 36 is correct. Provide pricing as part of Division 09 lump sum.

Question 20: Does the brick veneer wall on level 2 & 3 at the new “the Marion” sign get demolished? It doesn’t appear to be shown on the demo drawings, but the new structural drawings don’t show it in place.

Answer: Reference 5/S3.30. The brick wall will remain, acting as an additional bracing structure for the stud framing and signage assembly.

Question 21: Is attic stock desired for replacement materials? If so, where should pricing for these items be reflected?

Answer: Attic stock is desired in the quantities noted below. The cost of these items can be incorporated into each relevant section on the Bid Form.

- Four (4) full handrail bracket kits, including hardware and mounting screws

- One (1) 2’ long section per guardrail type for each staircase

- Replacement stair nosings equaling five (5) percent of total installed
