About this file

This document contains questions and answers regarding a draft solicitation for the United States Special Operations Command's (USSOCOM) Unique Munitions Requirements (SUMR) indefinite-delivery, indefinite-quantity (IDIQ) multiple award contract. The SUMR IDIQ is intended to qualify suppliers to provide various ammunition and munitions to meet USSOCOM's needs. The draft solicitation seeks proposals for a base IDIQ contract, with pricing to be determined at the delivery order level for specific ammunition requirements. Successful offerors will be eligible to bid on future delivery orders requiring ammunition from the list of 30 calibers and cartridge types included in attachments to the solicitation. The question and answer period for the draft solicitation closed on April 14, 2023, with contract awards and the first delivery order request for proposal expected by March 17, 2023.

Sheet1 Responses to Supplier's Requests for Information (RFIs) Through April 4, 2023 SUMR Draft Solicitation No. H9240323R0002 Posted on March 10, 2023

Questions and AnswerQuestions will be answered by exception AFTER 14 April 2023
1Will suppliers be considered in the approved pool of suppliers for all items or will they be approved item by item? Answer: Suppliers will be approved for all items in accordance with the offeror's manufacturing and technical capabilities.
2Will there be a cadence to the release of requirements? For example the first of the year, quarterly, or will these be released individually? Answer: There is not a cadence. They will be released per Government's needs.
3Will the winning submission price for each item and each year be posted publicly? Answer: Yes. Each awarded Delivery Order will be posted in Federal Procurement Data System (FPDS) via Contract Action Report (CAR).
4Will the SUMR contract cover SOCOM only or will other branches or countries be covered in anyway under this supply arrangement? Answer: SOCOM only.
5Page 30, Section D of Draft Solicitatio: FACTOR - PRICE PROPOSAL - States price will not be evaluated IAW 15.304(1)(i). Please confirm that no pricing is to be submitted at the time of Factor 1 and Factor 2 submission and that Price will only be submitted/evaluated during the solicitation of each DO? Answer: The BASE IDIQ Proposals shall be rated by SOCOM's Source Selection Team for Technical and Past Performance. Price is considered at the Delivery Order level.
6In regards to Page 3 of the Draft Solicitation: and the reference to DFARS 215.371 – Only one offer, can the Government clarify the reference to Cost and Pricing Data. If cost and pricing data is unable to be provided due to a contractors accounting system (non-traditional defense contractor), would the Government accept historical pricing to justify Price Fair and Reasonable? Answer: In accordance with FAR and DFARS, the requirement for certified cost and pricing depends on contract amount and whether there are grounds for exceptions per FAR 15.403-1 (b).
7In regards to the requirement below, can you kindly provide an estimated timeframe for Solicitation issuance? And, When will the successful offeror be able to execute a DO, once the contract has been awarded? Answer: March 17, 2023. The first Request for Proposal on a Delivery Order will be offered to each qualified supplier along with the initial IDIQ contract award.
8Understanding the munitions supported under the SUMR (Solicitation SOW, Page 3) is not a complete list, are submitters expected to be able to provide all items on the provided RFP list in order to have a qualified proposal submission, or can they respond to partial list of these items?

Answer: Offerors are not expected to be able to provide all items on the RFP. They can respond to a partial list of the listed items.

9 For delivery orders (FOPRs), will the government split a FOPR award between multiple submitters if one cannot provide all munitions ordered?

Answer: Single Delivery Orders will not be split. SOCOM has the ability to issue multiple delivery orders in the event that no single contractor is able to meet the requirements.

10 Section[L.2], Page 21, of the RFP, states the response shall include all three parts (Introduction, Technical Proposal, and Past Performance Information), then immediately follows stating “25 Pages Counted” (with listed exclusions). Does this mean that all three sections, thus the entire document, minus exclusions, must be under 25 pages or is this 25 page limit only for the Technical Proposal Volume? If it is only for the technical Proposal Volume, please list the exact page count, by part/volume, and what can be considered an exclusion for each.

Answer: The 25 page limit is for the entire response including Introduction, Technical Proposal and Past Performance Information.

11In a previous question clarification was requested on the inclusion of the 25-page count limit listed in Section[L.2], Page 21, of the RFP. Focusing specifically on the Past Performance Section, whether it is, or is not controlled by the 25-page count maximum, Section [L.4.C.i], Page 24, of the RFP, states the “Past Performance volume shall not exceed 5 pages”, then continues to say that EACH of the maximum 5 past performances information PPI attachment 3 cannot exceed 5 pages each. Please confirm the page count for each section/volume (if there is separate limit), and the absolute total page count. Answer: The total remains 25 pages including the Past Performance Volume (See Attachment 3 - Past Performance Information) The RFP states that Attachment 3 shall be used for EACH past performance contract disclosed. Please note that the contractor is limited to no more than five recent contracts that are most relevant, up to 5 pages each. I understand the contractor’s concern on this point since they may wish to submit the maximum number of contracts for the maximum number of pages. If they did so, 25 pages of their proposal would be totally consumed by past performance information. Therefore, the contractor must use discretion to limit the number of contracts and pages dedicated to their Past Performance Volume. i.e. They could use 3 vs 5 of their most relevant and recent contracts (3 pages each + Volume organization 2 pages = total of 11 pages). It is up to the contractor to decide how to put the best face on their response within our page limits.
12Section [L.4.C.i], Page 24, of the RFP, lists 7 items under the Past Performance Volume, but, unlike section L.2, Page 21, doesn’t state these are exclusions from the page count. Please confirm that the past performance volume narrative can be 5 pages and all if the items listed, including the (up to) 5 Past Performance Information (PPI) write-ups are excluded from the Volume page count limit. Answer: PPI write ups are not excluded from the Volume page count limit. See RFI Number 11 above.
13If the submitter wants to include supplemental documents such as quality plans as appendices to Part II – Technical Proposal Volume, will they be accepted or will they be considered part of the Volume page count limit? Answer: They will be considered as part of the volume page limit. The contractor should keep page limitations in mind when including “supplemental documents”.
14Section [L.4.C.iv], Page 24 of the RFP, References “Table 2, Past Performance Relevancy Ratings”. Will the Government please provide the Past Performance Relevancy Ratings, Table 2, referenced in Section [L.4.C.iv], Page 24 of the RFP, as it is referenced but not provided. Answer: Table 2 sets forth Ratings by Definition. Past performance must be at least “Somewhat Relevant” to the scope and magnitude of the effort, and complexities of the Solicitation requirements. Relevancy will be determined by the SSB. Table 2 can be found in the RFP at page 28 & 29.
15In the Delivery Order 0001, it looks like XM1200 is the only item being requested? Answer: No, ammo is being requested under the Base IDIQ. Please look at the attachments, as the ammo listed on the attachments are what will be needed as we put requirements together for future DOs. In ATT #2 it says: “2. Offers shall detail the offeror’s proposed delivery execution plan to include the offeror’s proposed equipment list, materials and order and duration of activities.”
16Is SOCOM asking for a general capabilities document? Is pricing requested on the excel document for XM1200, or for all items listed in ATT#1, the SOW? Answer: We are asking for Technical Capabilities and Past Performance. All pricing will be requested at the DO level.
17Is SOCOM expecting OEMs to respond to this RFP, and to only reply to the items that they manufacture? As an example, we manufacture the .50cal SRTA rounds and we are not resellers, so technically, we could only respond to the .50cal SRTA. The way we understand the RFP, the qualified suppliers will need to be able to bid on most (if not all) line items. As an example, we manufacture the .50cal SRTA rounds and we are not resellers, so technically, we could only respond to the .50cal SRTA. The way we understand the RFP, the qualified suppliers will need to be able to bid on most (if not all) line items. Could you please confirm? Answer: You need to show your companies technical capabilities and Past performance. Offerors selected for the SUMR IDIQ will be asked to respond to SOCOM's Delivery Orders for SUMR munitions. We understand everyone doesn’t produce all the ammo listed on the RFP.
18Can you explain or specify the meaning of PIP in CTG .50, SRTA PIP, Linked, M1183. Answer: PIP= Product Improvement Plan
19At page 23 of 90 of the RFP, we can read that the technical volume shall not exceed 25 pages and Past performance volume shall not exceed 5 pages. Is this correct? Answer: The total package including Technical Volume and Past Performance (not including the listed excepted items described in page 21 of the RFP, i.e. Cover pages, Table of Contents, List of Figures, Glossaries/Acronym List, Historical LAT or FAAT Reports, Certificates of Conformance, and Copies Applicable Licenses, Registraions, and Certifications) should not exceed 25 pages.
20I am a little confused on how to submit an appropriate responsefor the SUMR. As I am reading it now, the only submission requirements are the documents that support 6.5mm Creedmoor. There is nothing that we would need to do in a more general fashion. Answer: The requirements of RFP for SUMR BASE IDIQ include, but are not limited to, thirty (30) different calibers and types of ammunition including two types of CREEDMOOR (6.5mm Creedmoor, 103GR, MP and 6.5 mm Creedmoor, SMCC). Please see the list of 30 Cartridges being required in Attachment 1 (SOW) and EXHIBITs A and B of the RFP. Several orders for various types and quantities of ammunition (like DO 01 for the said 6.5 Creedmoor) can be awarded to successful offerors of the SUMR BASE IDIQ. Please do not confuse responding to the SUMR BASE IDIQ vs. Delivery Order No. 1. There is no requirement in the SUMR IDIQ RFP that successful offerors have the capacity to support ALL of the various munitions being required.
21I would also like to inquire if the cartridge markings mentioned in Attachment 1, section 4.10 are required for the 6.5mm? It states "as

required". Answer: Attachment 1 (SOW) - Cartridge markings per Attachment 1, Section 4.10 are required for munitions if specifically requested by the government.

22Can you help me with the location of the proposal requirements and outline directions? I have gone through the SOW and other documents and am likely just reading past it. Answer: The instructions to Offerors in in the Solicitation and the due time and date is on General Information in SAM.gov. The Draft RFP is currently posted in SAM.gov. The Notice ID is: SOCOM_H9240323R0002.
23We are requesting to see if their is any interest in providing GFE to allow for additional specialized production and FAAT approved items (primers, casings, powder, and projectiles)? Answer: There will be no GFP furnished with this SUMR requirement.
24In regards with Notice ID: SOCOM_H9240323R0002, could you please confirm if the document that was posted March 17th is a draft RFP or official Solicitation? There is a due date of April 10th indicated in SAM.gov. If it is a draft RFP, is it the last date to ask questions? Also, for this type of RFP, to be approved as a qualified contractor, do we have to present a bid for all 30 line items identified in Schedule B? We do not have access to Attachment 3 – Exhibit A – Price, Quantity, Delivery Details (as identified at page 90 of 90) of document mentioned above. Answer: The final proposals are due at 1200 est on 10 April 2023. To be added to the Task Order you must meet the minimum requirements as outlined. All the documents and attachments are on SAM.gov.
25We’re trying to get a head-start on pricing for the alloy case 300 BLK. We’re planning on 110gr Tac-TX and 190gr Sub-X bullets, but I have two questions: 1 – Looks like SUMR states a 201gr subsonic bullet. Are you allowed to tell us who makes this? 2 – XXXXXX no-quoted the 190gr Sub-X. Answer: The specific components required for munitions will be detailed with each Delivery Order proposed to successful Offerors to the SUMR IDIQ.
26Could the GOV please confirm if copies of the required licenses (L.B. i.3; page 23) are required, and if so, do they count towards the (25) page count? Answer: Yes, they are required. No, they do not count toward the (25) page count.
27Could the Government please provide the requirements of Subcontractor Letters of Consent? (L.C.i.6)? There is no mention of Subcontractor Letters of Consent apart from the list in L.C.i (page 24). Does this refer to vii(a), page 25 if applicable? Answer: Yes, page 25, paragraph vii (a) speaks to Subcontractor Letters of Consent. The Offeror is required to provide Subcontractor's Letters of Consent in it's Past Performance Volume. If the Subcontractor does not consent to disclose past performance informantion then the Offeror is required to provide a statment (in it's Past Performance Volume) to that effect.
28Could the Government please provide the requirements of Client Authorization Letters? (L.C.i.7)? There is no mention of Client Authorization Letters apart from the list in L.C.i (page 24). Answer: The Offeror will provide a Client Authorization allowing the Government to confirm past performance directly and independently with Offeror's customers.
29Could the Government please confirm if the response is to include sections L.C.v-vii (page 24-25), the information seems to be evaluation guidelines as opposed to submission guidelines. Answer: L.C. v, gives an explanation of three items that shall be taken into account to evaluate past performance. This paragraph specifically requires Offerors who do not have past performance to provide a detaled summary of past commercial ammunition deliveries that they have successfully completed along with technical data detailing the pressure, velocity, and dispersion of the ammunition produced. This is a submission guideline. L.C. vi, covers "Specific Content" that may be included showing efforts made to resolve problems encountered in prior contracts, and is a submission guideline. L.C. vii, covers teaming arrangements and Subcontractor Consent as they apply past performance information, and is a submission guideline.
30Could the Government please confirm that the PPI Sheets ( noted as Attachment 3, but believe is actually Attachment 5) do not count towards the (5) page limit for Part III? Answer: The PPI sheets are Attachment 3 to the RFP. They are limited up to 5 pages per contract being cited. Every page of PPI sheets are counted in the 25 page limit of your response (see page 21 of the RFP (Section L) Proposal Preparation Instructions, paragraph (2). See also Answer to RFI # 11 above.
31As for capabilities, are you interesting in understanding our complete laboratory capabilities, or only specify the ones relevant to ballistics? Answer: Yes we would what capabilities you have (as an ammo manufacturer) would be related to ammunition: ballistic, material, chemical, etc.
32Would you like information on all of the SBIR and IDIQ contracts we have been awarded? Answer: No more than five (5) recent contracts that you consider most relevant in demonstrating the ability to

perform the proposed effort. Two (2) of the past performance references may be for a subcontractor, teaming partner, and/or joint venture partner that will perform major or critical aspects of the requirement (i.e., 25% or more of the work). See RFI page 24, C. PART III – PAST PERFORMANCE VOLUME, paragraph (iv) for details.

33 Is there a specific category you would like highlighted along with attachments? Answer: The Government intends to award contracts to all qualified offerors for the SUMR IDIQ by making an integrated, best value determination between past performance and technical acceptability. Offerors who submit technically acceptable proposals and who receive Neutral or Better Confidence for past performance, would represent the best value to the Government.
