About this file
This is a Subcontractor Utilization Plan form from the City of St. Petersburg, Florida for a bicycle rack procurement supporting the City's Bike Share Program. The City is seeking to procure staple-style u-rack designs meeting specific technical specifications: 30-inch width, 36-inch height, 2-inch square tube construction with black powder coating, and capacity for two bicycles per rack in accordance with Association of Pedestrian and Bicycle Professionals guidelines. The initial guaranteed purchase consists of 110 units, with additional units available on an as-needed basis throughout a three-year contract term, and the City retains renewal rights for two additional one-year periods. The question deadline is April 27, 2026, with proposal responses due by May 5, 2026 at 3:00 p.m., submitted electronically through the OpenGov Procurement portal. Delivery is required to St. Pete Traffic Operations at 1744 9th Ave N, St. Petersburg, FL 33713, and installation services are not included in the scope.
The procurement does not contain set-aside designations or restrictions limiting responses to specific business categories. All pricing must be quoted FOB Destination with freight included, and no specific contract award value or budget range is disclosed; instead, pricing is established through firm unit prices negotiated during the RFQ process. The City encourages proposers to actively engage small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE) through a voluntary Subcontractor Utilization Plan with no minimum participation requirements. Vendors must meet minimum qualifications including at least two years of experience providing bicycle racks, ability to obtain required insurance coverage of $1,000,000 commercial general liability per occurrence and $1,000,000 commercial automobile liability, Florida Division of Corporations registration, a current contractor's license if applicable, and references from at least three customers. Vendors must furnish proof of required insurance within ten days of award and maintain comprehensive warranties including twelve-month protection against defects.

Form C Subcontractor Utilization Plan Project ID:
Contractor Name:
Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.
Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.
The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
