About this file
This is a Subcontractor Summary Spreadsheet template issued by the City of St. Petersburg, Florida, for use in municipal contracting. The document serves as a mandatory worksheet that prime contractors must complete and submit with their bids for City projects. The template requires bidders to identify their company as the prime contractor, list all intended subcontractors with detailed information including business addresses, contact information, and project supervision details, and specify the trade classifications and subcontract amounts for each tier of subcontracting. The spreadsheet is designed to track both additions and deletions of subcontractors throughout the project lifecycle, with a legend of seven specific reasons permitted for subcontractor substitution after contract award, including failure to execute a contract, lack of appropriate licensing, bankruptcy, ineligibility, performance failures, work quality deficiencies, and project delays or disruptions.
The instructions establish that subcontractors may not be changed or substituted once a prime contractor is awarded the contract and the pre-construction meeting is held, except for the enumerated circumstances. Small Business Enterprise (SBE) or Minority Women Business Enterprise (MWBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substitution is necessary, unless the prime contractor demonstrates SBE requirements are being met through alternative means. Requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management office, specifically to the Contracts Compliance Manager. The spreadsheet notes that restrictions on subcontracting percentage and use of multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects. The template was last revised in January 2020 and requires identification of the percentage of contract work that may be subcontracted, though this percentage is not specified in the template itself.
