About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a bicycle racks procurement to support the city's Bike Share Program. The form requires proposers to demonstrate their intent and efforts to engage small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE) within the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process improvements designed to reduce barriers to participation by these business categories. The plan requests that proposers specify the anticipated percentage of the contract amount allocated to each subcontractor category and list all anticipated subcontractors accordingly.

The Subcontractor Utilization Plan establishes voluntary participation goals for diverse business enterprises, with no minimum participation levels required as a condition for contract award. Proposers will not be deemed non-responsive if they submit a plan with zero small, veteran, or diverse business participation. However, the City encourages proposers to actively engage small, veteran, minority, and women-owned business enterprises. The form does not establish set-asides, pricing structures, or funding amounts, functioning instead as a mechanism to promote voluntary diversity and inclusion in subcontracting practices for this procurement.
