About this file

This is a Bike Rack Specifications document prepared by the City of St. Petersburg, Florida for its Bike Share Program procurement. The City is requesting quotes for staple-style u-rack designs with specific technical requirements: 30-inch width, 36-inch height, 2-inch square tube construction, and black powder coating capable of supporting two bicycles per rack in accordance with APBP Bike Parking Guidelines. The initial guaranteed purchase consists of 110 units, with additional units available on an as-needed basis throughout a three-year contract term and two optional one-year renewal periods. The question deadline is April 27, 2026, with responses due electronically through the OpenGov Procurement portal by May 5, 2026 at 3:00 p.m. No site visits or bidder conferences are specified in the solicitation.

Pricing must be quoted FOB Destination with freight included and based on firm unit prices established during the RFQ process; no specific contract award value or budget range is disclosed. Vendors must provide complete mounting hardware with tamper-resistant fasteners for surface mounting to aluminum rails and deliver to St. Pete Traffic Operations at 1744 9th Ave N, St. Petersburg, FL 33713. Minimum vendor qualifications include at least two years of experience providing bicycle racks, Florida Division of Corporations registration, required insurance coverage of $1,000,000 commercial general liability per occurrence and $1,000,000 commercial automobile liability, and references from three customers. The procurement contains no set-aside designations but encourages voluntary participation from small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises through a Subcontractor Utilization Plan with no minimum requirements. Installation services are excluded from the scope, and the City reserves the right to award to one vendor or split orders among multiple vendors.
