About this file

This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, in connection with a Request for Proposals for broker services related to Florida Voluntary Cleanup Tax Credits (VCTCs). The form requires proposers to demonstrate their intent and efforts to engage small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses in the Tampa Bay Region as subcontractors. Proposers must describe specific outreach, education, mentorship, and process improvements designed to increase participation by these business categories. The RFP was released on March 26, 2026, with a question deadline of April 9, 2026, and proposals must be submitted electronically through the OpenGov Procurement portal by May 12, 2026, at 3:00 p.m. The contract will be awarded to a single vendor and will continue until services are fully completed and accepted by the City, including the closing of the tax credit sale and delivery of all required documentation, with no specified renewal options.

The City of St. Petersburg emphasizes that participation by Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), Minority Business Enterprises (MBEs), and Veteran-Owned Business Enterprises is voluntary and encouraged but not mandatory. Proposers will not be considered non-responsive if they submit a Subcontractor Utilization Plan with zero participation in these business categories, and the City does not impose mandatory set-asides or establish minimum thresholds for diverse business participation as a condition for contract award eligibility. The contract value is not predetermined; instead, proposers must submit detailed cost analyses showing proposed fees, commissions, and the net proceeds the City will receive after all deductions from the sale of tax credits valued at $206,104.59. No incumbent vendors are identified, and the evaluation committee will assess proposals using weighted scoring criteria: qualifications and experience (30 points), project approach and methodology (25 points), cost analysis and competitiveness (35 points), and business enterprise program outreach and utilization (10 points).

Form C Subcontractor Utilization Plan Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary.
