About this file

This is a Subcontractor Utilization Plan form from the City of St. Petersburg, Florida, designed for the Fire Sprinkler Modification and Halon System Removal project. The City solicited competitive quotes from qualified fire protection contractors to install approximately 34 chrome pendant sprinkler heads across two separate office areas at the Stormwater, Pavement & Traffic Operations facility located at 1744 9th Ave North, and to remove an existing halon fire suppression system including a 344-pound halon tank and six discharge nozzles. The procurement requires installation in one office area with four rooms (requiring 16 pendants) and a second area with four office spaces (requiring 18 pendants). All materials must be UL-listed and installation must comply with NFPA standards. The solicitation was released on March 30, 2026, with questions due by April 2, 2026, and proposal responses required by April 7, 2026, at 3:00 p.m. via the OpenGov Procurement portal. The project must reach final completion within six months of contract execution and be performed during normal business hours.

Proposers are required to demonstrate financial capability, provide an available dedicated account manager, and comply with non-negotiable contract terms including insurance requirements of $1,000,000 per occurrence/$2,000,000 aggregate for commercial general liability and $1,000,000 combined single limit for commercial automobile liability. Reference quotes suggest a potential project value in the range of $50,000 to $55,000 or higher, with monthly invoicing and payment within twenty business days subject to five percent retainage until Substantial Completion. Participation by small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) is voluntary with no minimum participation levels required; proposers indicating zero participation will not be considered non-responsive or disadvantaged in award eligibility, though the City encourages proactive engagement with diverse business enterprises. Contractors must hold Florida Department of State Division of Corporations registration and appropriate Florida DBPR certifications, demonstrate minimum two years of fire protection services experience, submit three customer references, and provide a two-year warranty for parts and workmanship. The City retains the right to terminate for convenience with thirty days' written notice or for default if the contractor fails to cure within thirty days, and liquidated damages are established at $150 per calendar day for failure to achieve Substantial Completion on schedule.

Form C Subcontractor Utilization Plan Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
