About this file

This is a Subcontractor Summary worksheet instruction document issued by the City of St. Petersburg, Florida, for use with competitive bids on municipal projects. The worksheet serves as a mandatory submission requirement for all bidders and establishes the framework for identifying and managing subcontractors throughout project execution. For shelter-related projects, subcontractors may perform up to 80% of the contract work. Bidders must provide complete information for each intended subcontractor, including the subcontractor's legal name, primary business address, project supervision contact details, business tier classification (first or second tier only unless otherwise specified in contract documents), specific trade classifications, and subcontract amounts. If no subcontractors will be used, bidders must submit a written statement to that effect with their bid package.

Subcontractor substitutions are prohibited after contract award and the pre-construction meeting, except under seven enumerated circumstances: contractor failure to execute a written contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform the subcontract, engineer determination that work quality is substantially unsatisfactory, or substantial delays or disruption to project progress. Any requested changes to the subcontractor list must be submitted in writing to the Procurement & Supply Management department. Small Business Enterprise (SBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substituted, unless the prime contractor demonstrates that SBE requirements are being satisfied through alternative means. Restrictions on subcontracting percentages and multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects.
