About this file

This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg, Florida, for use in conjunction with competitive bidding on municipal construction projects. The document provides detailed guidance for prime contractors submitting bids on City projects, requiring completion and submission of the subcontractor worksheet as a mandatory component of bid packages. The instructions establish that prime contractors must list all intended subcontractors with complete information including business addresses, contact details, supervision personnel, trade classifications, and subcontract amounts. The worksheet accommodates first and second-tier subcontractors only, unless otherwise specified in contract documents, and requires identification of whether subcontractors are Small Business Enterprises (SBE) or Minority/Women-Owned Business Enterprises (MWBE) contractors.

Subcontractor substitutions are strictly prohibited after award and pre-construction meetings, except under seven specifically enumerated circumstances including contractor failure to execute contracts, license deficiencies, bankruptcy, insolvency, ineligibility, performance failures, unsatisfactory work quality, or substantial project delays. Any requested changes to the approved subcontractor list must be submitted in writing to the City's Procurement & Supply Management office, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. SBE subcontractors used to meet contractual SBE percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates SBE requirements are being met through alternative means. The instructions note that subcontracting restrictions and multiple-tier subcontractor limitations do not apply to FDOT LAP or federally funded projects.
