About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a Fire Sprinkler Modification and Halon System Removal project. The plan requires proposers to demonstrate their intent to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) within the Tampa Bay Region. Proposers must describe their outreach efforts, strategies for reducing barriers to participation, and process improvements designed to increase participation by small, veteran, minority, and women-owned businesses, including mentorship and education initiatives.
Participation by small, veteran, minority, and women business enterprises is voluntary, with proposers able to indicate anticipated percentages of contract amounts allocated to each category. No minimum participation levels are required, and proposers will not be deemed non-responsive if they indicate zero participation. The City encourages proactive engagement with diverse business enterprises, though submitting a Subcontractor Utilization Plan with zero participation does not disqualify a proposer from contract award consideration.
