About this file

Summary

This is a Subcontractor Utilization Plan form (Form C) for the City of St. Petersburg's Request for Quote for the repair and raising of the Maximo Boat Dock located at 4801 37th Street South, St. Petersburg, Florida. The project encompasses wreck and removal of the existing dock structure and pilings, installation of new treated timber pilings with minimum 8-inch tips (2.5 CCA treated), construction of a 27'-6" dock with specified walkways, and provision of pressure-treated pine framing, marine-grade decking, piling wraps, piling caps, and fenders secured with stainless steel fasteners. The RFQ was released March 19, 2026, with a deadline for vendor questions on March 25, 2026, and a response deadline of March 30, 2026 at 3:00 p.m. through the OpenGov Procurement portal. Qualified vendors must have a minimum of five years of experience in dock repair services, hold a licensed marine contractor status, possess a valid competency license in a regulated trade for work in Pinellas County, and obtain minimum insurance requirements of $1,000,000 in commercial general liability per occurrence and $2,000,000 aggregate. Upon substantial completion, contractors must achieve final completion within the timeframe designated in the Notice to Proceed and address all punch list items within thirty days, with a one-year warranty period.

While no mandatory small business enterprise set-asides are imposed, the City encourages voluntary participation from small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE), with proposers describing outreach and engagement efforts. The maximum allowable subcontracting percentage is 80 percent of the total contract value, with subcontractors limited to first or second tier only. No minimum participation thresholds are required for award consideration. A sample quote from Speeler Companies indicates a base contract price of $31,800.00 for dock reconstruction with an optional WearDeck composite decking upgrade for an additional $5,664.00. If the contract value equals or exceeds $50,000, the contractor must comply with the City's Small Business Enterprise program requirements by designating work to certified SBE entities or demonstrating good faith efforts. The City retains the right to terminate the agreement for convenience with thirty days' written notice or immediately for defaults.

Form C Subcontractor Utilization Plan Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
