About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to the Maximo Boat Dock repair and raising project. The form requires proposers to demonstrate their intent to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) in the Tampa Bay Region. Proposers must describe their outreach efforts, strategies for reducing barriers to participation, and any process changes designed to increase diverse business participation, including mentorship and education initiatives.

The subcontractor utilization goals are voluntary, and proposers are not required to achieve any minimum level of diverse business participation to be considered responsive or to receive a contract award. The form includes a table where proposers specify the anticipated percentage of contract amount and list all anticipated subcontractors by category (SBE, WBE, Veteran Owned Business, and MBE). While no mandatory participation thresholds exist, the City of St. Petersburg encourages proactive engagement with small, veteran, minority, and women-owned business enterprises in the bidding process.
