About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, for the repair and raising of the Maximo Boat Dock located at 4801 37th Street South. The project encompasses comprehensive dock reconstruction services including wreck and removal of the existing dock structure and pilings, installation of new treated timber pilings with minimum 8-inch tips, construction of a 27'-6" dock with specified walkways, and provision of pressure-treated pine framing and marine-grade decking with stainless steel fasteners. The Request for Quote was released on March 19, 2026, with a vendor question deadline of March 25, 2026, and a response deadline of March 30, 2026 at 3:00 p.m. All submissions were required electronically through the OpenGov Procurement portal. Upon substantial completion, contractors must achieve final completion within the designated timeframe from the Notice to Proceed and address all punch list items within thirty days, with a one-year warranty covering all materials and labor.
The form solicits proposers' voluntary commitment to engage Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), Veteran-Owned Businesses, and Minority Business Enterprises (MBEs), requiring documentation of outreach, education, mentorship, and process improvements to increase diverse business participation. No minimum participation level or set-asides are mandatory, and proposers submitting zero small business participation will not be considered non-responsive. The maximum allowable subcontracting percentage is 80 percent of total contract value, with subcontractors limited to first or second tier only. For contracts valued at or above $50,000, contractors must comply with the City's Small Business Enterprise program requirements by designating specified work percentages to certified SBEs or demonstrating good faith efforts. Qualified vendors must demonstrate a minimum of five years' dock repair experience, possess licensed marine contractor status, hold a valid competency license in a regulated trade for Pinellas County work, and obtain minimum insurance of $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate. A sample quote from Speeler Companies indicated a base contract price of $31,800.00 with an optional composite decking upgrade for $5,664.00.
