About this file
This is a Subcontractor Summary Worksheet instruction document issued by the City of St. Petersburg for use by prime contractors bidding on the Historical Engineering Records Preservation project. The worksheet requires prime contractors to list all intended subcontractors, including their legal names, business addresses, contact information, trade classifications, and subcontract amounts. Bidders must complete and submit this worksheet with their bid proposal. The project involves digitizing approximately 65,000 microfiche slides, 20,000 aperture cards, and 200 reels of microfilm into searchable PDF files. The RFQ was released on March 27, 2026, with a submittal deadline of April 7, 2026, at 3:00 p.m. through the OpenGov Procurement portal. Questions must be submitted by March 31, 2026. The City will award the contract to one vendor.
Prime contractors may subcontract up to eighty percent of the contract work, provided that subcontractors are approved by the City and identified in the Subcontractor Summary Worksheet at the time of bid submission. Subcontractors cannot be changed or substituted after contract award and the pre-construction meeting without documented justification, which includes reasons such as contractor failure to execute a written contract at the specified price, lack of appropriate licensing, bankruptcy, ineligibility, performance failures, unsatisfactory work, or substantial delays. The City encourages participation by small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises through a voluntary Subcontractor Utilization Plan with no minimum participation requirements mandated for award. Any SBE subcontractors used to meet SBE requirements must be replaced with other SBE subcontractors if substitution occurs, unless the prime contractor demonstrates that SBE requirements are being met through other means. Requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management office.
