About this file
This is a Subcontractor Utilization Plan form (Form C) for a state and local contract opportunity with the City of Tampa Bay, Florida, related to the Historical Engineering Records Preservation project. The form requires proposers to demonstrate their intent to engage small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE) in the Tampa Bay Region. Proposers must describe their outreach efforts, strategies for reducing barriers to participation, and any mentorship or process improvements designed to increase diverse business participation. The plan requires proposers to identify anticipated percentages of contract amounts and list specific subcontractors for each business category.
The small and diverse business participation goals outlined in the Subcontractor Utilization Plan are voluntary, and proposers will not be deemed non-responsive if they indicate zero participation in these categories. No minimum level of small, veteran, minority, or women business enterprise participation is mandated as a condition for contract award. However, the City encourages proactive engagement with small, veteran, minority, and women business enterprises. Proposers must complete the designated sections identifying subcontractor categories and their corresponding anticipated percentages of the total contract amount.
