About this file

Summary

This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg, Florida, establishing guidelines for subcontractor reporting and management on municipal projects. The worksheet requires prime contractors to disclose all intended subcontractors, including their names, business addresses, contact information, trade classifications, and subcontract amounts. Bidders must submit the completed form with their bids, and subcontractors cannot be changed or substituted after contract award and the pre-construction meeting except under specific circumstances: failure to execute a written contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform the work, failure or refusal to perform the subcontract, substantially unsatisfactory work performance, or substantial delays or disruptions to project progress. Any requests for subcontractor changes must be submitted in writing to the City's Contracts Compliance Manager at Stephanie.Swinson@stpete.org.

The document accommodates Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors and requires that any SBE subcontractor used to meet mandatory participation percentages must be replaced with another SBE contractor if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. The spreadsheet permits tracking of both first and second-tier subcontractors only, unless the contract documents specify otherwise, and includes a legend identifying seven specific reasons for subcontractor deletion. Restrictions on subcontracting percentages do not apply to federally funded projects or Florida Department of Transportation Local Agency Program (FDOT LAP) contracts. The document was last revised in January 2020.
