About this file

This is a Subcontractor Summary Worksheet from the City of St. Petersburg, Florida, establishing requirements and procedures for subcontractor participation in municipal construction projects. The document outlines that 80 percent of shelter-related contract work may be subcontracted, with bidders required to submit a completed subcontractor worksheet at the time of bid submission. Prime contractors must list all intended subcontractors with complete legal names, primary business addresses, contact information for project supervision personnel, trade classifications, and subcontract amounts. The worksheet distinguishes between first and second-tier subcontractors and requires identification of whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) contractors.

Subcontractor changes and substitutions are prohibited after contract award and the pre-construction meeting, except under specific circumstances including contractor failure to execute the subcontract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure or refusal to perform, substantially unsatisfactory work not in accordance with plans and specifications, or substantial delays to project progress. If an SBE subcontractor is replaced to meet SBE percentage requirements, the replacement must also be an SBE subcontractor unless the prime contractor demonstrates alternative compliance. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management office, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. These requirements do not apply to FDOT LAP or federally funded projects.
