About this file
This is a Subcontractor Utilization Plan form prepared for a City of Tampa Bay marine vessel repair contract involving the refurbishment and repair of a 28-foot 2012 Brunswick Impact 850 inflatable boat. The scope of work includes re-tubing the inflatable tubes, replacing equipment to match existing Simrad electronics in the center console, and performing 100-hour annual service on two Yamaha 250 HP engines. The project aims to restore the vessel to full operational condition with emphasis on safety, reliability, and peak performance of all systems.
The Subcontractor Utilization Plan requires proposers to identify and describe their intent to engage minority, women, veteran, and small business enterprises in the Tampa Bay Region. Proposers must detail their efforts in engaging these businesses and reducing barriers to participation through outreach, education, mentorship, and process improvements. Participation goals for Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, and Minority Business Enterprises (MBE) are voluntary, with no minimum participation level required as a condition for contract award. Proposers will not be deemed non-responsive if the plan shows zero participation from these business categories, though the City encourages proactive engagement with small, veteran, minority, and women-owned business enterprises.
