About this file

This is a Subcontractor Summary Spreadsheet template issued by the City of St. Petersburg for use on public works projects. The document serves as a mandatory worksheet that prime contractors must complete and submit with their bid proposals. The spreadsheet requires contractors to identify all intended subcontractors, including their legal names, primary business addresses, contact information, and the specific trade classifications for which they will be subcontracted. Contractors must also indicate whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) certified, designate whether subcontractors are first or second-tier vendors, and specify the subcontract dollar amounts. The worksheet includes fields for tracking additions and deletions of subcontractors throughout the project lifecycle, with corresponding reason codes and approval documentation by city personnel.

Subcontractor changes are prohibited after a prime contractor is awarded the project and the pre-construction meeting is held, except under specific circumstances including failure to execute a contract at the specified price, lack of appropriate licensing, insolvency, ineligibility, failure to perform, unsatisfactory work quality, or substantial delays to project progress. SBE subcontractors used to meet percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary. Requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management department, specifically to the Contracts Compliance Manager. The worksheet calculates the total subcontracted amount against the overall contract amount to ensure compliance with the maximum subcontracting percentage specified in the contract documents. Restrictions on subcontracting percentages and multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects.
