About this file
This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg for use on municipal construction projects. The worksheet serves as a mandatory submission requirement with all bids and establishes the framework for identifying, documenting, and managing subcontractors throughout project execution. The document specifies that bidders must enter their prime contractor information, list all intended subcontractors with complete details including legal names, business addresses, contact information for project supervisors, trade classifications, and subcontract amounts, and indicate whether subcontractors meet Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) status. The instructions establish that only first and second tier subcontractors are permitted unless otherwise noted in contract documents, with restrictions on the total percentage of work that may be subcontracted as specified on a project-by-project basis.
Subcontractor substitutions are strictly prohibited after contract award and preconstruction meeting completion, except under seven documented circumstances including failure to execute a contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, failure to perform, substantial unsatisfactory work, or substantial delays to project progress. Any requested changes to the subcontractor list must be submitted in writing to the Procurement & Supply Management Contracts Compliance Manager. For the specific Maximo Boat Dock repair project, the maximum allowable subcontracting percentage is eighty percent of the total contract value. SBE subcontractors designated to meet SBE percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. Restrictions on subcontracting percentages and multiple-tier subcontractor use do not apply to FDOT LAP or federally funded projects.
