About this file
This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg for use in responding to government contract opportunities. The document establishes the framework and requirements for prime contractors to identify, list, and manage subcontractors on City projects. Prime contractors must complete and submit the worksheet with their bids, providing detailed information on all intended subcontractors including their legal names, business addresses, contact information, trade classifications, and subcontract amounts. Subcontractors may only be changed or substituted after contract award under specific circumstances, including failure to execute a contract, lack of proper licensing, bankruptcy or insolvency, ineligibility, performance failures, unsatisfactory work quality, or substantial project delays. The worksheet requires documentation of the percentage of work to be subcontracted and identifies whether subcontractors are Small Business Enterprises (SBE) or Minority/Women Business Enterprises (MWBE). Any changes to the approved subcontractor list require written approval from the City's Procurement & Supply Management office.
The subcontractor restrictions outlined in this document limit subcontracting to a specified percentage of the total contract value and restrict contractors to first and second-tier subcontractors unless otherwise noted in contract documents. SBE subcontractors utilized to meet SBE percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor demonstrates that SBE goals are being met through alternative means. The instructions specifically note that subcontracting percentage restrictions and multiple-tier subcontractor limitations do not apply to Federal-Aid Highway Program (FDOT LAP) or federally funded projects. This worksheet is designed to ensure City compliance with subcontracting policies and provide transparency regarding contractor utilization and workforce composition on municipal projects.
