About this file
This is a Subcontractor Summary Worksheet instruction document issued by the City of St. Petersburg, Florida, applicable to a bicycle racks procurement project. The worksheet must be completed and submitted with all bids and documents the allowable subcontracting percentage for the project at 80% for shelter-related work. Bidders are required to provide complete information for all intended subcontractors, including company name, business address, employee contact information, trade classifications, and subcontract amounts. If no subcontractors will be used, bidders must provide a written statement indicating such. The worksheet identifies that subcontractors may only be changed or substituted after contract award for specific documented reasons, including failure to execute contracts at specified prices, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, performance failures, work quality deficiencies, or substantial delays to project progress. Requests for subcontractor substitutions must be submitted in writing to the Procurement & Supply Management department, attention Contracts Compliance Manager, at Stephanie.Swinson@stpete.org.
Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substituted, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. The worksheet requires bidders to identify whether each subcontractor qualifies as an SBE or MWBE and to designate whether subcontractors are first or second tier only, as restrictions on multiple-tier subcontracting apply unless otherwise specified in contract documents. The document was revised in January 2020 and serves as a standardized compliance tool for all City of St. Petersburg construction and procurement projects subject to subcontracting requirements.
