About this file

This is a Subcontractor Summary Worksheet Instructions document issued by the City of St. Petersburg, Florida, governing the submission and management of subcontractor information for city projects. The worksheet requires prime contractors to identify all intended subcontractors at the time of bid submission, including their names, business addresses, contact information, trade classifications, and subcontract amounts. For shelter projects, up to 80 percent of contract work may be subcontracted. Subcontractors may not be changed or substituted after contract award and pre-construction meeting, except under specific circumstances including failure to execute a contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform the subcontract, substantially unsatisfactory work, or substantial delays or disruption to project progress. Changes to the subcontractor list must be submitted in writing to the Procurement & Supply Management Contracts Compliance Manager with supporting documentation and reason codes.

The worksheet requires identification of whether subcontractors are Small Business Enterprises (SBEs) or Minority/Women Business Enterprises (MWBEs). If an SBE subcontractor is replaced, it must be replaced with another SBE subcontractor unless the prime contractor demonstrates that SBE requirements are being met through alternative means. Restrictions on subcontracting percentages and multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects. The document specifies that only first and second tier subcontractors are permitted unless the contract documents note otherwise, and provides a template for tracking added and deleted subcontractors with corresponding reason codes and approval documentation.
