About this file
This is a Subcontractor Utilization Plan form for a state and local contract opportunity in the City of St. Petersburg, Florida, related to the Faith Community Housing Assistance Consultant initiative. The project supports houses of worship in exploring affordable housing development on land they own or control through targeted workshops and individualized technical assistance aligned with the City's Yes In God's Back Yard (YIGBY) legislation. Proposers are required to submit a Subcontractor Utilization Plan that demonstrates their intent to engage minority, women, veteran, and small businesses in the Tampa Bay Region, including efforts in outreach, education, mentorship, and process changes designed to increase participation by small, veteran, minority, and women-owned business enterprises. The plan requires proposers to identify anticipated percentages of contract amounts and list specific subcontractors across four categories: Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE).
The subcontractor utilization goals are voluntary, and proposers will not be considered non-responsive if they indicate zero small, veteran, or diverse business participation. No minimum level of participation from these business categories is required as a condition for contract award. However, the City of St. Petersburg encourages proposers to be proactive in engaging small, veteran, minority, and women business enterprise participation. The one-year contract term focuses on building congregational readiness by clarifying development feasibility, financing options, partnerships, and regulatory pathways while producing replicable curricula, tools, and implementation guidance for future City use.
