About this file

This is a Subcontractor Summary Spreadsheet instruction document for the City of St. Petersburg, Florida, which establishes the framework for managing subcontractor participation in municipal contracts. The document requires prime contractors to complete and submit a subcontractor worksheet with their bids, detailing all intended subcontractors, their trade classifications, business addresses, contact information, and subcontract amounts. The City limits the percentage of work that may be subcontracted and restricts changes to the approved subcontractor list after contract award and the pre-construction meeting to specific circumstances, including subcontractor failure to execute contracts, lack of proper licensing, bankruptcy, ineligibility, performance failures, unsatisfactory work quality, or project disruption. Subcontractors may be designated as either first or second tier, with restrictions on multiple-tier subcontracting unless otherwise specified in contract documents.

The spreadsheet requires prime contractors to identify whether subcontractors are Small Business Enterprises (SBE) or Minority/Women Business Enterprises (MWBE), and mandates that SBE subcontractors meeting City requirements be replaced only with other SBE subcontractors unless alternative compliance is demonstrated. Any changes to the approved subcontractor list must be submitted in writing to the City's Procurement & Supply Management office with documented justification using specified reason codes. The instructions note that subcontracting restrictions do not apply to Florida Department of Transportation (FDOT) Locally Administered Projects or federally funded initiatives, allowing greater flexibility for those contract types.
