About this file
This is a Subcontractor Summary worksheet from the City of St. Petersburg applicable to the Historical Engineering Records Preservation project. The document establishes the framework for prime contractors to identify and manage subcontractors for the digitization and preservation of approximately 65,000 microfiche slides, 20,000 aperture cards, and 200 reels of microfilm into searchable PDF files. The subcontractor worksheet permits up to 80 percent of the contract work to be subcontracted, with all subcontractors requiring City approval prior to award and during project execution. The worksheet requires prime contractors to provide complete legal names, addresses, contact information, and project supervision details for each intended subcontractor, classified by trade and tier level (first or second tier only). Subcontractors may only be changed or substituted post-award for documented reasons including failure to execute contracts at specified prices, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, failure to perform, substantially unsatisfactory work quality, or substantial project delays. The response deadline for the RFQ is April 7, 2026, at 3:00 p.m., with submissions required through the OpenGov Procurement portal.
The worksheet accommodates both Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors, with replacement SBE subcontractors required if SBE-designated firms are removed unless the prime contractor meets SBE requirements through alternative means. All subcontractor changes or substitutions require written notification to Procurement & Supply Management at Stephanie.Swinson@stpete.org with appropriate justification codes. The solicitation encourages but does not mandate minimum participation levels for disadvantaged enterprises. No incumbent contractor information is identified, and the contract is governed by Florida law with dispute resolution and liability provisions established in non-negotiable contract terms. All vendors must maintain commercial general liability insurance of at least one million dollars per occurrence and two million dollars aggregate, along with required workers' compensation coverage.
