About this file

This is a Subcontractor Summary worksheet instruction document issued by the City of St. Petersburg for the Repairing and Raising of Maximo Boat Dock project. The document establishes the framework for prime contractors to identify and manage subcontractors for the comprehensive dock repair project located at 4801 37th Street South, St. Petersburg, Florida. The scope of work includes wreck and removal of the existing dock structure and pilings, installation of new treated timber pilings, construction of a 27'-6" dock with specified walkways, and provision of marine-grade materials with stainless steel fasteners. The Request for Quote was released on March 19, 2026, with a response deadline of March 30, 2026 at 3:00 p.m., submitted electronically through the OpenGov Procurement portal. Upon substantial completion, contractors must achieve final completion within the timeframe designated in the Notice to Proceed and address all punch list items within thirty days, with a one-year warranty period covering all materials and labor.

The maximum allowable subcontracting percentage is 80 percent of the total contract value, with subcontractors limited to first or second tier only. Subcontractors may not be changed or substituted once the prime contractor is awarded the project except for specific documented reasons including failure to execute a contract, lack of appropriate licensing, bankruptcy, ineligibility, performance failures, unsatisfactory work quality, or substantial delays. While no mandatory small business enterprise (SBE) set-asides are imposed, the City encourages voluntary engagement with SBE, women business enterprises, veteran-owned businesses, and minority business enterprises through a Subcontractor Utilization Plan submission. If the contract value equals or exceeds $50,000, the contractor must comply with the City's Small Business Enterprise program requirements by designating a specified percentage of work to certified SBE entities or demonstrating good faith efforts. A sample quote indicates a base contract price of $31,800.00 for dock reconstruction with an optional composite decking upgrade for an additional $5,664.00.
