About this file
This is a Subcontractor Summary worksheet instruction document issued by the City of St. Petersburg for a sheltered contract opportunity. The document establishes the framework for subcontractor management on the Historical Engineering Records Preservation project, which involves digitizing approximately 65,000 microfiche slides, 20,000 aperture cards, and 200 reels of microfilm into searchable PDF files. Prime contractors may subcontract up to 80 percent of the contract work, with all subcontractors requiring prior City approval. The RFQ was released on March 27, 2026, with a response deadline of April 7, 2026, at 3:00 p.m., submitted through the OpenGov Procurement portal. Subcontractors cannot be changed or substituted after contract award and the pre-construction meeting without documented justification, including reasons such as failure to execute a contract at the specified price, lack of appropriate licensing, insolvency, ineligibility, performance failure, substantially unsatisfactory work, or substantial delays to project progress.
The worksheet requires prime contractors to provide complete information for each intended subcontractor, including legal name, business address, project supervision contact details, trade classifications, and subcontract amounts. Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet participation requirements must be replaced with other SBE or MWBE subcontractors if substituted. The City encourages voluntary participation of small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises through a Subcontractor Utilization Plan with no minimum participation requirements mandated for award. All requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management office with documented justification codes referencing specific contract provisions.
