FEMA Region IV Removal and Replacement of Vehicle Entrance

Barricade System

SCOPE OF WORK

Part I Barricade Replacement Overview:

This scope of work outlines the removal of the existing vehicle barricade system, including the removal of the existing concrete foundation and damaged roadway section. The project will also include the installation of a new vehicle barricade system, reinforced concrete foundation, and integration with the existing access control systems.

A. Site Preparation.

Conduct a site survey to assess the current conditions of the existing surface mounted barricade and surrounding area.

All interested parties are required to conduct a site visit, at the same time, to visually inspect and have all questions answered.

Secure necessary permits and approvals for the removal and installation activities

Establish appropriate traffic management and safety protocols to ensure minimal disruption and safety during the work.

Clear the site of any obstructions and perform any required preliminary groundwork to ensure accessibility for the new installation.

B. Demolition and Removal of Existing System:

1.Removal of Existing Vehicle Barricade System:

• Identify all existing wiring, conduit/cabling and fiber in and around, and under the old gate system, showing care to not disturb said systems.

• Disconnect and remove the existing vehicle barricade system, including all mechanical, electrical, and control components.

• Properly dispose of all removed equipment and spoils in compliance with local environmental and safety regulations.

2. Removal of Existing Concrete Foundation:

• Excavate and remove the existing concrete foundation for the vehicle barricade system.

• Ensure all debris is removed and the site is cleared for the new installation.

3. Removal of Damaged Roadway Section:

• Identify and remove the damaged roadway section where the existing barricade system is located.

• Cut, remove, and dispose of any damaged asphalt or concrete sections as required for the installation of the new system.

C. Installation of New Vehicle Wedge Barrier:

1.Installation of New Vehicle Wedge Barrier:

• Install the new vehicle barricade system in accordance with the manufacturer’s specifications.

• Ensure proper alignment, leveling, and secure mounting of the barricade system.

2. Reinforced Concrete Foundation:

• Construct a new reinforced concrete foundation as per the manufacturer’s requirements and specifications for the barricade system.

• Ensure the foundation is designed to support the load and operational requirements of the new vehicle barricade.

• Include proper curing times and inspection for quality assurance.

D. Electrical and Control System Installation:

1. Wiring and Cabling:

• Provide and install all necessary electrical cabling and conduits to support the new vehicle barricade system.

• Ensure all wiring is properly routed, secured, and protected to meet safety and operational standards.

2. Control System Integration:

• Install and configure the necessary control panels, interfaces, and connections to the new vehicle barricade system.

• Integrate the barricade system with the existing access control system to ensure seamless operation. (Provide point for access control system)

• Program and test the control system to ensure proper functionality, including manual and automated operation of the barricade system.

E. Testing and Commissioning: 5

1. System Testing:

• Perform thorough testing of the new vehicle barricade system, including safety checks, operational testing, and system integration tests with the access control system.

• Conduct load testing to verify that the new system meets the required containment specifications.

• Perform impact simulations or test scenarios to ensure the barricade deploys effectively under operational conditions.

• Document all testing results and provide a commissioning report to the client, including verification of controller integration and overall system functionality.

2. System Commissioning:

• Upon successful testing, commission the new vehicle barricade system for full operational use.

• Provide a demonstration of the system to the client and ensure all features are functioning as specified.

• Offer training for the client’s personnel on how to operate and maintain both the new vehicle barricade and its controller.

F. Site Cleanup and Final Inspection:

1. Site Cleanup:

• Ensure the work area is cleaned and all materials, debris, and equipment are properly disposed of.

• Restore the surrounding roadway and landscape to its original condition or better.

2. Final Inspection and Handover:

• Conduct a final inspection with the client to ensure all work has been completed as per the contract specifications.

• Provide the client with all necessary documentation, including operation manuals, warranties, and maintenance guidelines.

• Provide client with key left-over parts, such as functioning motors, PLC’s, gate metering arm, traffic signal light etc.

G. Schedule and Timeline:

• Provide an estimated timeline for completion of each phase of the project, including demolition, installation, testing, and commissioning.

• Ensure all work is completed in accordance with the project deadlines.

H. Safety and Compliance:

• Ensure all work is performed in compliance with applicable safety standards, codes, and regulations.

• Maintain a safe work environment for all personnel involved in the project, including the use of appropriate personal protective equipment

(PPE).

I. Warranty and Maintenance:

• Provide a warranty for the new vehicle barricade system and associated components, covering both materials and labor for a period of time not to be less than 1 year.

• Provide recommendations for ongoing maintenance and care to ensure the system continues to perform effectively.

• Response Time: The contractor will provide 24-hour response time for any service or maintenance requests related to the new barricade system within the warranty period.
